| With the deepening of economic system reform,social contradictions and social problems occur frequently,and the social system reform with "separation of politics and society" as the core is imminent.Faced with the increasing pressure of social governance,the government actively changes social functions and introduces social forces to participate in grassroots social governance.Social organizations have become an important subject of grassroots social governance and are playing an increasingly important role.Yang Street is a model to promote the innovation of grassroots social governance through the division of labor and cooperation between government and society.Social organizations have accumulated 26 years of practical experience in participating in grassroots governance.Yang Street government recognized the role of social forces earlier,insisted on using social forces to solve social problems,and introduced different types of social organizations to participate in grassroots social governance.Social organizations provided professional services for community residents,promoted residents’ active participation in community governance,and promoted the realization of social governance community goals.This phenomenon aroused the author’s research interest.Combining existing research and Yang Street’s practice,the author understands Yang Street’s grassroots social governance innovation experience as the construction of a "grassroots social governance ecology".Based on this,this paper focuses on the following main questions:First,how did the grassroots government and social organizations cooperate to promote the construction of grassroots social governance ecology?What is the logic of their actions?Secondly,what are the results of the construction of grassroots social governance ecology?Third,what are the deeper mechanisms that enable the construction of a grassroots social governance ecology?This study uses qualitative research methods to investigate Yang Street,which has rich experience in promoting the participation of social organizations in grassroots social governance,and to observe some project review meetings,experience exchange meetings and summary meetings in Yang Street.This study explores the logic of government action and the logic of social organization action through the perspective of "government-society division of labor and cooperation" in the perspective of government-society relationship,explains the effectiveness of the construction of grassroots social governance ecology,and explores the mechanism of the construction of grassroots social governance ecology.It is found that the logic of government action promotes the construction of organizational ecology,the logic of social organization action promotes the construction of service ecology,and the construction of organizational ecology and service ecology contributes to the construction of grassroots social governance ecology.The construction of grassroots social governance ecology has produced multiple results,including promoting the deepening of service-oriented government,promoting the development of social organizations,responding to the diversified needs of society,creating a favorable public welfare atmosphere,promoting the formation of equal and cooperative relationships,and developing social publicness."Integrative governance" is the deep mechanism of the construction of grassroots social governance ecology,including the value basis of socialization of grassroots governance and the framework of multiple integrated governance practices,which promotes the deep integration of the relationship between the government and social organizations. |
