The reform of grassroots comprehensive law enforcement system is the key content of constructing simple and efficient grassroots administrative system,which is closely related to the interests of the masses.However,under the current high pressure situation in the fight against corruption,corruption of administrative auxiliary personnel in the field of grassroots comprehensive law enforcement occurs from time to time.affecting the quality and effectiveness of grassroots comprehensive law enforcement reform,eating the sense of happiness and gain of the masses,and damaging the image of the Party and the country in the masses.Dealing with the corruption of administrative auxiliary personnel of grassroots comprehensive law enforcement departments is a major practical problem that must be confronted and urgently solved to promote the extension of comprehensive and strict Party governance to the grassroots and the modernization of grassroots governance capacity and governance system.Based on the cases of administrative auxiliary personnel in the field of grassroots comprehensive law enforcement investigated by the discipline inspection and supervision organs in A region of Southern Jiangsu Province from 2020 to 2022,this paper summarizes three types of corruption:power-seeking corruption,poor performance of duties corruption,and abuse of power corruption,and makes a case analysis of typical cases investigated by combining the principal-agent theory and the street bureaucracy theory.On this basis,the paper further explores the reasons for the formation of the corruption of the extrinsic administrative auxiliary personnel in the grass-roots comprehensive law enforcement departments,and concludes that the comprehensive law enforcement management mechanism is insufficient,the capacity of the extrinsic administrative auxiliary personnel needs to be improved,and the internal and external supervision and management are relatively weak.In view of the above phenomena and causes,targeted countermeasures are put forward,focusing on three links:reducing the opportunity to implement corruption,curbing the inherent motivation of corruption and enhancing the probability of corruption exposure.In improving the management mechanism of grassroots comprehensive law enforcement departments,speed up the establishment of a management standard system,strictly regulate the discretionary space,deepen the "release of control and service" to reduce the motivation of hunting;Improve the comprehensive ability of the auxiliary staff,perfect the incentive mechanism,pay attention to vocational training,strengthen the training of discipline style;We will strengthen internal and external oversight networks,strengthen employers’main responsibilities,improve the quality and effectiveness of discipline inspection,and guide the public to participate in oversight in an orderly manner.This paper has certain reference value for standardizing the power operation of grassroots comprehensive law enforcement departments,effectively safeguarding the interests of the masses,and promoting the modernization of grassroots governance capacity and governance system.
