Research On Innovative Countermeasures Of Grass-roots Public Security Organs To Stregthen Scocial Security Management

China has entered a new era of social and economic development,and social security governance is facing many new challenges.The problems and drawbacks of the old social security governance system and methods are gradually emerging,which cannot well adapt to the national conditions of the new era.As an important part of the government’s social management,grass-roots public security organs play an important role in the governance of social security.The success or failure of their management and law enforcement directly affects the stability of society,economic development and the quality of life of the masses.Therefore,the grass-roots public security organs need to be based on the real environment,grasp the key points and difficulties of social security governance,make full use of the experience of the original public security governance,integrate new ways and methods,constantly improve the system and mechanism,coordinate the complex social contradictions,and achieve continuous innovation in the public security governance model,so as to solve the problems in the real work,and enhance the people’s sense of security and happiness.This paper takes X District Public Security Branch of H City as the research object,uses the literature research,case analysis,and empirical research methods to analyze the current situation and practice of X District Public Security Branch’s participation in social management,and deeply analyzes the problems and reasons of X District’s grass-roots public security departments in social security management.The study found that there are four main deficiencies in the governance of social security in District X: weak awareness of social governance services,single governance subject,weak integration of social resources,and lagging governance mode.The reason for these lies in the outdated concept of social governance,the reform of the administrative management system lags behind,the mobilization of social security forces is in a dilemma,and there are many challenges in information construction.Based on the government function theory,the governance theory and the new public management theory,combined with the case and work practice of X District,this paper puts forward corresponding suggestions and countermeasures from the aspects of social security governance concept,governance system,governance mechanism and governance mode,in order to provide certain reference value for the grass-roots public security organs to strengthen the innovation of social security governance.
