The Social Govermance Performance Evaluation In Urban Ethniccommunities

"Social governance modernization" is an important representation presented in the report of the 18th National Congress, is another new content of the Communist Party of China’s exploration to modernization. However, to realize the modernization of social governance,we must set and measure a number of specific indicators of social governance. To this end, the "Chinese social management evaluation system"search group leaded by Yu Keping go through a few modifications in 2012, announced the "China Social Governance Evaluation System." The index System make the six dimensions about Chinese social governance specific, aimed at we can evaluate the extent and level of China’s social governance scientifically and objectively.But it is undeniable that, as the level of urbanization continuing to accelerate, population mobility increasingly frequently, needs of residents changing increasingly, some indicators have been unable to reflect the latest social reality. In particular, some indicators can’t reflect the special ethnic population structure, industrial structure and cultural background of ethnic minority areas inhabited city. If we don’t consider this uniqueness, the scientific measurement of indicator system will be affected, it will can’t reflect the real level of social governance in ethnic areas of the city truly, which may have a negative impact on the implementation of the national policy and urban development.To do this, we use some social research methods as structured interviews, literature studies to Hohhot minority Muslims which collected 22 minorities as the study area, attempts to study the community governance model horizontally and vertically, especially focus on studying what influence have to the community governance model in Muslims because of the unique impact of the population structure, the public demand, industrial model of economic and cultural characteristics.based on this,according to "Chinese social governance evaluation index system," evaluate the level and degree of social governance in Hohhot Muslims. At the same time, try to adjust some of the indicators in the social evaluation index system appropriately in order to make it more suitable for measure of the modernization of social governance in ethnic regions.
