Study On The Construction Of Urban Smart Community

In the unprecedented favorable development environment in China,people’s aspiration for a better life was birthed.Rapidly developing technological means have made some of the ideals of the good life a reality,and the advent of the big data era has made us rethink how this good life can be achieved.For each of us,urban communities are undoubtedly where the good life happens.The Fifth Plenary Session of the 19 th CPC Central Committee considered and adopted the "Proposal of the CPC Central Committee on Formulating the 14 th Five-Year Plan for National Economic and Social Development and the 2035 Visionary Goals",which proposed to accelerate the pace of building a digital society,promote the construction of smart communities,rely on community digital platforms and offline community service organizations,build a people-friendly smart service circle,and provide online and offline integration of community life services,community governance and public services,and smart communities.The report of the 20 th Party Congress also proposed to "improve the grassroots governance platform with grid-based management,refined services and information support".In the context of the current national implementation of the big data strategy,the rapid development of modern information technology such as big data,cloud computing,mobile Internet and 5G has greatly influenced all aspects of social governance,and the construction of smart communities has become one of the important elements of social governance.This paper takes the construction of urban smart communities in the context of the big data era as the research object and selects the Changchun Exhibition Community as a case study.By reading relevant domestic and foreign literature,combing scholars’ research results and referring to the general objectives of smart community construction proposed by the Ministry of Housing and Construction,the overall writing framework of this paper is constructed.First,the concepts related to smart communities and other related concepts are defined,and then the ideas of Marx and Engels and the Chinese Communists on social construction are sorted out to lay the theoretical foundation for the research of this paper,especially Xi Jinping’s important discourse on construction of smart community is taken as an important theoretical basis for the analysis of the problem in this paper.The necessity of promoting the construction of urban smart communities is explained.Secondly,the effectiveness,practical dilemmas and causes of smart community construction in Changchun Exhibition Community are analyzed in depth by using literature analysis method and research method.Through the study,it is found that there are some problems in the Exhibition Community,such as incomplete coverage of information technology means,imperfect related systems and mechanisms,lack of high-quality compound talents,the refinement level of community governance needs to be improved and low participation of multiple subjects in collaborative governance.The causes are analyzed from the aspects of unbalanced resource input,inadequate top-level design,poor planning of talent team building,insufficient human-centered focus of community governance,and poor communication and coordination among multiple governance subjects.Finally,combined with the actual situation of urban smart community construction in China,the above aspects put forward countermeasure suggestions to promote the construction of urban smart community:Distribution rationally of smart community construction resources supply;Strengthening the system and mechanism construction of smart community construction;Strengthening the construction of supporting talent team in smart community;Enhancing the level of refinement based on the actual needs of residents;Promoting the formation of a pattern of joint efforts by multiple actors,governance and shared benefits.
