| Smart communities,as the embodiment of social development and progress,can not only improve people’s livelihood,enhance people’s convenience and happiness,but also improve governance efficiency through overall planning.In 2014,Shanghai and other developed cities became the first batch of smart community pilot,and later,all parts of the country have invested in it.Especially with the advent of the 5G era,the construction of smart community has developed rapidly.Intelligent governance platform,efficient governance system and high-level security guarantee in the construction of smart community are consistent with the community functions for the people,convenience and peace proposed in the "14th Five-Year Plan" for the Construction of Urban and Rural Community Service System.Research on the optimization path is conducive to further enriching and expanding relevant theories for the construction and development of smart community.This will promote the formation of a governance structure featuring joint contribution,joint governance and shared benefits.Ji ’nan Jiyang District Urban Community was established in 2017,with a relatively late start in development and sufficient late-comer advantages and space for the construction and development of smart community.As one of the county-level cities in the pre-pilot of the construction of four-star new smart community,it has both policy advantages and the role of a pilot.This paper aims to explore the construction of smart community in Jiyang District of Jinan City through various research methods such as interview,questionnaire survey and case analysis,and put forward effective solutions in order to achieve better results of smart community construction.We will dig deeper into the main problems in the construction of smart communities.First,the supply and demand of smart community construction services do not match;second,the smart community platforms have poor intellectual governance capacity;third,the working mechanism of smart community construction is not in order;fourth,the talent related to smart community construction is scarce;fifth,residents do not have strong participation in smart community construction.Based on these problems,this paper makes an in-depth analysis of the main reasons for its formation.First,the awareness of community public service is not strong;second,the degree of platform intensification is not high;third,the lack of top-level design;fourth,the level of community talent team construction is not high;fifth,the community residents have a weak sense of community.Based on the actual situation of Jiyang District and the advanced experience of other smart community construction,this paper puts forward reasonable countermeasures and suggestions for the construction of smart community in Jiyang District.First,improve the service supply level by establishing effect evaluation mechanism,improving the function of serving the masses and promoting the innovation of governance methods.Second,strengthen the foundation of smart community construction by building a unified large platform,strengthening community digital infrastructure construction,strengthening data analysis and application,third,strengthen the top-level design by overall planning,strengthen financial security,and fourth,strengthen the construction of smart community talent team by building professional talent team and strengthening talent security,etc.Fifth,we will play a better role as the main body of governance by actively enhancing the sense of community and guiding broad participation and co-governance. |
