Research On Problems And Countermeasures Of F Smart Community Construction

Aristotle once said in his classic “Politics”that people “Live together in the city and stay in the city for a better life”.In 2008,IBM introduced the “Smart city”concept.With the rapid development of Global Internet products and new generation information technology,the smart community is becoming more and more popular.As the most important part of building a smart city,smart community is the continuation of smart city.By effectively integrating residents-needs with Smart Information System,it promotes the daily life and service of the people to develop toward the direction of network intelligence,the living environment it creates is safer,more efficient and more convenient.The current literature research on Smart Communities Mostly discusses how to build smart communities from the perspective of the government and technology.This paper takes the authors own work experience and practical work cases as first-hand materials,and from the perspective of grass-roots employees,considering the community rules and system of local government departments,integrating the actual situation of the community,analyzing the problems of intelligent community construction and the causes of these problems,and putting forward relevant countermeasures.Firstly,based on the introduction of seamless government theory and related theories of community development and public management,this paper analyzes the practical background and current situation of F smart community construction,the survey of community residents and property staff by questionnaire shows that owners and staff have a high degree of satisfaction with the construction of intelligent community,and the problems of information management,charging and staff selection are urgent to be solved in the construction of intelligent community,safety Management,property income and parking management are the key aspects to improve the management of smart community,and the related personnel do not know the policy of smart community construction.Secondly,it analyzes the problems and causes of the construction of intelligent community.The analysis shows that insufficient top-level design planning,lack of technical and institutional guarantee,and outstanding problems of cognition and security are the main problems in the construction of F smart community.The relevant reasons can be attributed to the inadequacy of the system level and the backwardness of the action level,the reasons of the system layer include the unclear boundary of the existing management system and the ambiguity of the system design,which restrict the governance of the smart community and the practical problems of the current system The reasons of the action layer include the lack of the system guarantee of the intelligent community governance,which leads to the difficulty of the implementation of the system,the organization action falling behind the information process,the lack of integration of various types and levels of services,etc..Thirdly,it analyzes the construction experience of Advanced Smart Community in Singapore,South Korea,Beijing and Shanghai from three aspects: construction method,construction achievement and experience enlightenment,that is,the combination of government-led and community autonomy,the key construction of network infrastructure,the implementation of intelligent network management model and the development of intelligent community platform applications.Finally,from the government departments to reshape the top-level design,property companies to build community ecosystem and community residents adhere to co-construction and co-governance,the building of smart community countermeasures.At the level of government,it is necessary to optimize the smart community platform,improve the basic supporting facilities and smart service system,and at the level of property enterprises,it is necessary to change the traditional property model,open up the channels of convenient services and advocate the concept of community co-governance At the level of community residents,we need to encourage the development of volunteer team,broaden channels for community residents to participate in and promote community intelligent publicity.The research in this paper can provide reference for grasping the law of grass-roots social governance,effectively solving the conflicts in the community,using intelligent facilities to meet the needs of the people,maintaining good social public order and realizing the sustainable,stable and healthy development of the society.
