Study On The Synergistic Governance Of Urban Road And Bridge Facilities Operation In Wenzhou City

Under the background of comprehensively strengthening the modernization of governance system and capacity,multi-subject synergistic governance has become an effective way to modernize urban operation.The operation governance mode of Wenzhou urban road and bridge facilities is gradually transforming from single subject to multi-subject synergistic,the synergy between the government,the market and the public is deepening.Government departments are responsible for coordinating the supervision and services of urban road and bridge facilities operation,market organizations play a role in resource allocation in operation governance,the public as interest subjects actively participate in social supervision,and all synergistic subjects should explore the formation of an efficient multi-subject synergistic governance system with the maximization of public interests as the goal.This paper takes the synergistic governance of the operation of urban road and bridge facilities as the research object,combines the existing progress of research and practice,through literature research,case study,comparative analysis,applies the theory of synergistic governance and the theory of holistic government,analyzes the current situation of synergistic governance of urban road and bridge facilities operation in Wenzhou city,including the composition of synergistic subjects and their mutual relations,as well as the practical results achieved at the present stage.It is found that there are difficulties in the synergistic governance of urban road and bridge facilities operation in Wenzhou,such as insufficient inter-departmental cooperation between the government,difficult enterprise coordination of maintenance plans,and lagging of public participation in synergistic governance.The main causes of the problem are the imperfect inter-departmental coordination mechanism of the government,the relatively independent enterprise management system,and the relatively weak position of public participation.By comparing the synergistic governance experience of Beijing and Suzhou city,in order to make the synergistic subjects complement each other and the synergistic elements complement each other,countermeasures are proposed to optimize the organizational structure,perfect the system guarantee and improve the technical capability,so as to provide beneficial references for optimizing the synergistic governance mechanism of urban road and bridge facilities operation in Wenzhou and improving the operation efficiency of urban road and bridge facilities.
