In 2006,the CPC Central Committee and The State Council issued the Implementation Plan of the Civil Servant Law of the People’s Republic of China on April 9,annex iv of which put forward the concept of non-leading positions for the first time.On January 15,2015,the General Office of the CPC Central Committee and The General Office of the State Council issued the Opinions on Establishing a Parallel System of Civil Servants’ Positions and ranks in Organs below county level,creatively putting forward the concept of ranks.The Opinions changed the salary of civil servants from being related only to positions to a dual system of positions and ranks.To a certain extent,it solves the problems such as the limitation of promotion space for grassroots civil servants,the slow and difficult improvement of treatment,and the inability to retain people at grassroots level.However,due to the high number of years required for promotion,and the close relationship between position,rank and rank,the function of rank has not achieved the expected effect of the policy.Then,in March 2019,my printed and distributed to the regulations of the civil servants position and rank parallel rank proportion set more scientific,civil servants at the grass-roots level progress space to get further development,promotion channels unblocked,further in solving the problem of civil servants at the grass-roots level treatment at the same time,also formed a benign competition,arouse the enthusiasm of the grassroots civil servants work,Grassroots officials have become more entrepreneurial,and the promotion channels of grassroots civil servants are relatively single,their benefits are slowly improved,and they cannot keep staff at the grassroots level have been largely resolved.Although the regulation has made some achievements since its promulgation,some problems have been exposed in the implementation process.The author is currently in the process of the implementation of the regulations on grassroots exposed problems and face difficulties,such as the priority for the leadership of comrade rank promotion,priority qualifications older comrades rank,incentive effects than expected,and the problem such as a certain gap,deeply analyzes the reasons of the problems,there are mainly exist in the implementation process of ranking,The orientation of seniority is contrary to the original intention of the system.The selection and appointment mechanism is not in place,the inspection mechanism of rank promotion is not scientific,the supervision of the implementation of the system is not strong enough,and the financial support is not enough.Countermeasures and suggestions are put forward to make the policy better implemented. |
