| China has always attached importance to the employment and resettlement of veterans,and the Ministry of Veterans Affairs was specifically established in April 2018,and the policy system is constantly being adjusted and improved to protect the employment and resettlement rights of veterans.In recent years,employment placement has been implemented mainly through independent job selection and job arrangement,and various policies have been introduced to favor veterans.However,due to the rapid development of China’s economy,the number of veterans is increasing,and the employment and resettlement policy involves a wide range of issues,the complexity and difficulty of the employment and resettlement of veterans under the new situation is increasingly prominent.How to crack the employment and resettlement dilemma of veterans and enhance the happiness and satisfaction of veterans is an important issue that needs to be analyzed and solved at this stage.Local governments have introduced a series of local employment placement policies and measures according to the national employment placement policies.However,from the current policy implementation situation,the effect is uneven,some play a fundamental and decisive role,and some even do not play a role at all.Therefore,this paper takes District D as an example to analyze the current situation of the implementation of the employment and resettlement policy for veterans,investigate the difficulties faced in the current policy practice and the root causes,and think about the rationalization measures,in order to contribute to the improvement of the employment and resettlement policy for veterans.This paper applies Smith’s policy implementation model.This paper applies Smith’s policy implementation model,based on combing domestic and foreign research literature on veterans’ employment and resettlement policy,and uses comparative research method,survey research method,interview method and other research methods to systematically analyze the current situation of veterans’ employment and resettlement policy implementation in District D.Firstly,this paper elaborates the relevant concepts and Smith’s model involved,and briefly composes the current situation of employment placement policy implementation in District D.Secondly,the problems and causes of the current employment placement policy in District D in practice are studied in depth,and the problems are found to be: the limitations of the employment placement policy system,the quality and effectiveness of the main body of policy implementation to be improved,the low policy recognition and participation of the target group,the Then,the causes of the employment placement problem in District D are analyzed in four dimensions:the policy itself is not sound enough,the construction of the policy implementation body is insufficient,the target group has cognitive bias,and the external implementation environment is not supportive.Finally,this thesis puts forward four strategies through the study of the implementation dilemma of the employment placement policy in District D: firstly,to improve the content of the employment placement policy for veterans;secondly,to strengthen the capacity building of the main body for the implementation of the employment placement policy for veterans;thirdly,to pay attention to the perceptions and demands of the target groups of the employment placement policy;fourthly,to improve the external environment for the implementation of the employment placement policy for veterans. |
