With the continuous evolution of the rule of law process,in recent years,the number of court cases across the country has continued to increase significantly,and the contradiction of "more cases,less people" is prominent.Because in the trial team,the clerk undertakes more stylized and transactional labor,the people’s courts generally adopt the way of non-staff employment to undertake the clerk’s work.However,even though the status of non-staff personnel in judicial organs has become increasingly important,what is inconsistent with it is that the people’s courts generally lack of attention to the incentive mechanism of non-staff personnel,and the incentive measures taken for non-staff personnel are obviously unbalanced compared with the in-staff personnel.The main manifestation is that non-staff personnel are often neglected in terms of salary and welfare protection,promotion space,obtaining honor,participating in training and organizing activities,etc.,resulting in non-staff personnel having a poor sense of collective identity,low enthusiasm for work,and serious loss of personnel,posing great challenges to the accuracy,seriousness and consistency of the court’s work,and affecting the realization of judicial justice.Based on this,from the perspective of incentive mechanism,this paper takes the non-staff group of P County Court as the sample,combines the current situation of judicial system reform,applies the theories of human resource management,and adopts the literature research method,case study method and investigation research method to explore the incentive status of nonstaff of P County court.Deeply analyzes the problems and causes of incentive mechanism,and combines with the actual situation of the court.In terms of improving the performance appraisal system,building a scientific salary incentive system and training system,unblocking promotion channels,and paying attention to spiritual incentives,the paper proposes a specific plan to build an incentive mechanism for non-staff personnel that conforms to the actual situation of P County Court,from the two aspects of system improvement and legal management.It is expected to provide constructive opinions and suggestions for strengthening the management of non-staff personnel in grass-roots courts and improving the quality and efficiency of court trials. |
