Since the 19th National Congress of the Communist Party of China,under the background of the deepening reform of the state system and decentralization of administrative powers to the grassroots,the tasks of grass-roots administrative work have gradually increased.Many grass-roots towns and streets are constrained by the number of establishments,so they have to turn to hiring non-staff personnel to supplement the team of officers,and serve the grass-roots in the form of non-establishment,so as to relieve the working pressure of the grass-roots government.At the same time,the phenomenon that most towns and streets "pay more attention to the use of supernumerary staff than to the management" also challenges the overall team building of grass-roots governments.The purpose of this study is to optimize the incentive mechanism of non-staff personnel in grass-roots government,improve the efficiency of grass-roots officers,standardize the team building,broaden the thinking and methods of grass-roots personnel management,provide some ideas for solving the problems of non-staff personnel in grass-roots government at present,and also provide some reference for subsequent related scholars to carry out such research.Combining with the opportunity of working in villages and towns,the author takes the supernumerary staff of grass-roots government in District D of M city as the research object,focusing on the incentive factors,and studies the optimization of incentive mechanism of supernumerary staff of grass-roots government.According to the motivation theory,this paper collects,sums up and summarizes the motivation factors of non-staff members of grass-roots government in District D.By means of questionnaires and interviews,237 questionnaires were distributed to the supernumerary staff in 21 towns and streets in District D,and 200 valid questionnaires were collected.Through in-depth interviews with 5 managers of organizational personnel departments and 10 supernumerary staff,the motivation mechanism and existing problems of supernumerary staff in grass-roots government in District D were analyzed,the attention of supernumerary staff to each motivation factor was studied,and the influence of different motivation factors on supernumerary staff’s motivation effect was analyzed.It is found that the supernumerary staff of the grass-roots government in District D are influenced by their status,so they are easily ignored by managers in welfare treatment,performance appraisal,training and promotion channels,and their work enthusiasm is also hit,which affects the overall work efficiency of the grass-roots government to some extent.This problem needs to be paid attention to and solved urgently.Different types of motivation factors have different degrees of attention and motivation effects,among which personal salary,personal development,interpersonal relationship,working atmosphere,job security,etc.are the factors with high degree of attention of non-staff members of grass-roots government.At the end of the paper,the following countermeasures and suggestions are put forward: the grass-roots managers should set up the incentive idea of "people-oriented",equality and democracy;By establishing a perfect salary system,creating a good incentive environment,establishing a management mechanism combining positive and negative incentives,and establishing a systematic incentive system,we can further optimize the incentive mechanism.Improve the internal management system by implementing post management and establishing a talent withdrawal mechanism;By strengthening the organization and leadership,formulating the supervision and evaluation system,and strengthening communication,the incentive execution will be strengthened.
