Research On Emergency Management Based On 4R Theory

With the rapid development of economy and the continuous breakthrough of Internet technology,the domestic social culture has undergone a profound change.In the education system of higher vocational colleges,the status of "guiding" and "application-oriented" talent training mode in higher vocational colleges has also been continuously improved.The quality of students in higher vocational colleges is uneven,and students’ crisis behaviors are various.This makes higher vocational colleges face great difficulties when dealing with school crisis.Whether higher vocational colleges can realize their own safe and stable development is related to the harmony and stability of society and the security and stability of the country.Therefore,how to improve the emergency management level of higher vocational colleges is an urgent problem to be solved.Based on the 4R crisis management theory,this thesis studies the current situation of emergency management in J College by using methods such as literature analysis,questionnaire survey,case analysis and interview,and points out many problems in the four stages of "reduction,preparation,response and resilience" in J College: The reasons for the backward concept of emergency management,the lagging informatization of emergency management,the lack of professionalism of emergency teams,the lack of timely handling of emergencies,the lack of transparency of information disclosure and communication,and the lack of accountability process are as follows: J College has a weak foundation for crisis management,lack of special funds,insufficient degree and intensity of education investment,unreasonable coping methods,lack of perfect crisis response mechanism,and lack of effective supervision mechanism guarantee.From the perspective of public management,based on the 4R crisis management theory,this thesis draws on the experience of emergency management in domestic and foreign universities and takes J College as the research object to explore optimization strategies for improving the emergency management ability of higher vocational colleges.This thesis proposes to update the concept of emergency management,clarify emergency management organization and function division,strengthen school information management,do a good job in information disclosure and public opinion guidance,strengthen emergency management control and coordination capabilities,improve supervision and accountability system,so as to better respond to emergencies and create a safe campus environment.The development of this study will help improve the emergency management ability of J College,and also provide some guiding references for other organizations to formulate emergency management strategies.
