Research On Emergency Management Of Emergencies In Higher Vocational Colleges

Vocational education is an important part of a country’s education system and is on an equal footing with general higher education.It plays an important role in cultivating diversified skilled talents and increasing the social employment rate.In recent years,with the change of the situation at home and abroad,China’s emphasis on vocational education has been increasing,and the number of vocational colleges and universities has increased year by year,accompanied by the possibility of emergencies.Taking A Vocational and Technical College as an example,this paper uses literature research method,questionnaire survey method,interview method and case method,combines theoretical research with empirical research,and uses 4R crisis management theory and public governance theory to make an in-depth analysis of the current status,existing problems and causes of emergency management in vocational colleges.The main problems are that the prevention capacity is insufficient,the disposal capacity needs to be strengthened,and the summary and follow-up of the vocational colleges after the fact are not timely.The author deeply analyzes the reasons for the above problems,the first is that campus crisis management in vocational colleges is in its infancy;The second is that vocational students are unique compared with students in ordinary colleges;The third is the outdated concept of emergency management;The fourth is that the emergency response team is not professional enough,and the fifth is that the school lacks in-depth docking with the internship unit.In response to the above problems,the author refers to the advanced experience of the United States and Japan and proposes the following targeted countermeasures from the perspective of public management.First of all,in the stage of reducing strength,the state should improve relevant legislation,and schools should guide students to establish a correct concept of safety through ideological and political courses,and establish a mechanism for multiple subjects to participate in emergency management during the internship period;Secondly,in the preparatory stage,it is necessary to strengthen the formulation of emergency plans and expand the scope of participation in emergency simulation exercises;Third,in the response stage,it is necessary to improve the efficiency and quality of disposal,actively build a professional emergency management department,build a high-quality emergency management talent team,and at the same time build an emergency management information communication platform to smooth the communication channels inside and outside the school.Finally,in the resilience stage,it is necessary to improve the post-emergency assessment mechanism and improve mental health work in multiple aspects.This study combined with the research situation to put forward corresponding countermeasures,not only for the improvement of emergency management capabilities of A Vocational and Technical College,but also for the emergency management of higher vocational colleges.
