Under the environment of comprehensively promoting law-based governance,establishing a socialist law-based country,and a socialist legal system with Chinese characteristics,strengthening the construction of the public security team is of critical value for enhancing the team’s overall ability and professionalism,enhancing team creativity and combat effectiveness,effectively fulfilling the powers and responsibilities of public security organs,safeguarding property security of the country,the society and the people,and ensuring social stability.The improvement of police human resource management is not only a key force to further promote the reform of public security,but also the actual need to deal with current problems.Therefore,it is urgent to take a connotative and scientific road for the police human resource management.Taking Public Security Bureau A as an example,this thesis conducts research on its human resource management.Firstly,through straightening out and summarizing the relevant literature,it clarifies the core concept of the thesis and lays a theoretical foundation.Secondly,it summarizes the human resource management of the police force in China’s public security organs,and expounds the personnel structure and human resource management status of a public security bureau.Thirdly,by means of questionnaire survey,this thesis summarizes its current problems.Specifically,in recruitment,the main reason is that the recruitment method,condition and scope are unreasonable;In terms of education and training,the training orientation is not strong,the training is relatively passive,and the training content and form are single;In terms of incentive mechanism,the main reasons are incomplete incentive content,lack of incentive methods,limited career development space and personal growth;Performance appraisal mainly refers to one-sided appraisal contents,non-standard implementation of appraisal,and not strict feedback and application of appraisal results.The causes of the problem are further analyzed.Finally,in order to improve the existing problems of human resource management in a public security bureau,the improvement countermeasures are formulated from four aspects: recruitment,education and training,incentive mechanism and performance appraisal.In terms of recruitment,it is necessary to unify the recruitment method of public examination,improve the recruitment mechanism and optimize the assessment content;In terms of education and training,we can use big data to analyze training needs,change education and training modes and optimize education and training contents;In terms of incentive mechanism,we need to adopt a variety of incentive methods,build a two factor incentive mechanism and implement career management;In terms of performance appraisal,we need to scientifically select appraisal indicators,improve performance appraisal methods,improve performance appraisal feedback mechanism and make rational use of performance appraisal results.At the same time,in order to ensure the smooth implementation of the improvement countermeasures,it also puts forward the implementation guarantee from four aspects: perfecting relevant laws and regulations,reasonably allocating police posts,constructing the fund and talent guarantee mechanism and establishing the evaluation and supervision mechanism.
