Impact Of Government Public Services On Industrial Upgrading

Industrial upgrading has become an important manifestation of China’s high-quality development,and government public service has become an important driving force for industrial upgrading.In order to explore how government public services affect industrial upgrading,take public services on technology as an example,this thesis explores the impact effect and mechanism of government public services on industrial upgrading at the two levels of theoretical analysis and empirical evidence.Firstly,based on public service theory,public governance theory and public expenditure theory,this thesis discusses the impact and mechanism of government public service on industrial upgrading.Then we use the economic data of 230 cities in China from 2003 to 2012 to provide empirical evidence.Finally,combined with the real cases in China,we further analyze the role of government public services in the process of industrial upgrading,so as to make the conclusion more convincing。The results show that government public service can promote industrial upgrading,which is reflected in that government public service can promote the optimization of industrial structure,the improvement of industrial efficiency and the improvement of employment structure;Its internal mechanism is that the government can stimulate individual entrepreneurial motivation and create a good entrepreneurial environment through public expenditure,promote the development of entrepreneuria l activities,and promote industrial upgrading through the integration effect of entrepreneurial resources;In addition,government public services can make up for innovation resources and introduce innovation policies to promote technological innovation,so as to promote industrial upgrading.Based on the research results,this thesis believes that further strengthening and optimizing the supply and allocation of resources,maintaining a good institutional environment and market environment to promote entrepreneurship and innovation.At the same time,the government has established a talent training mechanism to strengthen talent training.The innovations of this thesis are as follows: firstly,it makes up for the lack of research on the impact of government public services on industrial upgrading in theory;Secondly,in terms of research perspective,this thesis discusses its impact on industrial upgrading from the perspective of government public service;Finally,based on the empirical model,this thesis further tests the impact effect and mechanism of government public services on industrial upgrading.
