Research On The Impact Of Public Service Supply On Manufacturing Transformation And Upgrading

Manufacturing industry is a symbol of national competitiveness and comprehensive national strength,which is also an important basis for all countries to participate in global competition.Since the reform and opening up,China’s manufacturing industry has developed labor-intensive industries by relying on the comparative advantage of primary resources and,which realized the rapid development of China’s economy,formed a comprehensive manufacturing system.However,developed countries have implemented the strategy of reindustrialization in order to spur the economy by returning to manufacturing since the financial crisis,.China’s comparative advantages in labor and primary resources have disappeared,and new developing countries are rising rapidly on the strength of cheap resources.,In addition,the unexpected novel Coronavirus outbreak has hit both developed and developing countries in Europe and the US hard,and the transformation and upgrading of manufacturing industry is facing unprecedented difficulties and challenges.How to promote the transformation and upgrading of manufacturing industry under the double cycle development pattern is very important.Based on this,from the perspective of public service supply,this paper studies its infulence on the transformation and upgrading of manufacturing industry,and gives the direction for the development of manufacturing industry in the future.First of all,it constructs the public service indicator system from six aspects,including medical and health,education,social security,infrastructure,employment and environmental protection.And it also constructs the manufacturing transformation and upgrading’s indicator system which includes four aspects of quality and efficiency,scientific and technological innovation,integration of industrialization and industrialization and green drive.The entropy weight method is used to measure the comprehensive index of public service supply and manufacturing transformation and upgrading of 30 provinces in China from 2009 to 2019,and the current situation is analyzed.Secondly,on the basis of combing relevant literature,This paper expounds the mechanism of public service supply influencing the transformation and upgrading of manufacturing industry theoretically,and further analyzes the intermediary effect of consumer demand,technological innovation and human capital in the relationship between the two.At the same time,the regional heterogeneity and the public service heterogeneity of public service supply on the transformation and upgrading of manufacturing industry are discussed,also the research hypothesis is proposed.Finally,in order to eliminate endogeneity,systematic GMM is used to empirically analyze the impact of public service supply on manufacturing transformation and upgrading,and the paper apply three-step test approach to study the mediating impact that consumer demand,technological innovation and human capital on the impact of public service supply on manufacturing transformation and upgrading.And further verify the regional heterogeneity and segmentation public service heterogeneity of public service supply to manufacturing industry transformation and upgrading.The conclusions are as follows: first,the index of the public service supply and the manufacturing industry transformation and upgrading show an overall trend of rising fluctuation.By area,it is the highest that public service supply index in the eastern part,the western part is followed and the central part is the lowest.The transformation and upgrading index of the manufacturing industry in the east,central and western regions showed a decreasing trend,which is the highest in the east,the second in the middle,and the lowest in the west.Second,public service supply significantly promoted the transformation and upgrading of manufacturing industry,and there was regional heterogeneity and public service type heterogeneity.Third,consumer demand,technological innovation and human capital play a positive intermediary role when the public service supply influences the transformation and upgrading of manufacturing industry.
