economic and technological development zones in various parts of the country.This is especially obvious in the development of economic and technological development zones that are dominated by technology and knowledge intensive industries.Due to the special political environment in China,whether the government functions can be effectively played,and the quality of the performance,etc.,are of great importance to the industrial upgrading of the economic and technological development zone.D Economic and Technological Development Zone is an important high-end manufacturing industrial park in Province S.After years of development and efforts,it has gradually become one of the important major equipment manufacturing bases at home and abroad.In order to comply with the current development trend of domestic and foreign manufacturing industries,maintain the development zone’s market competitiveness,and improve the regional economy’s driving ability,D Economic and Technological Development Zone has established a macro strategic goal of industrial upgrading.In the industrial upgrading of the D Economic and Technological Development Zone,the proper positioning and exercise of the relevant administrative functions of the local government departments are the keys to forming a scientific and effective public service system and injecting vitality into the development of the development zone.Judging from the experience of industrial upgrading in economic and technological development zones in other parts of the country,the exercise of government functions is directly related to the success or failure of industrial upgrading.Therefore,the government functions in the industrial upgrading of the D economic and technological development zone is investigated and analyzed,and the basic concepts of economic and technological development zones and government functions are defined and analyzed.The development situation,industrial upgrading background and goals of D Economic and Technological Development Zone are analyzed,and the government functions in industrial upgrading are sorted out and introduced as follow.Based on the theory of public goods,the theory of market failure,and the theory of new public services,the reasons behind the problems and deficiencies in government functions are discussed,and corresponding optimizations based on the experience of government functions in the industrial upgrading of other economic and technological development zones is proposed.Finally,some solutions and suggestions are given to help D Economic and Technological Development Zone successfully achieve its industrial upgrading goals.Through the research of this thesis,it is concluded that the government functions in the industrial upgrading of D Economic and Technological Development Zone mainly include four aspects: administrative system construction,public policy guidance,public resource support and market supervision and management.Based on the questionnaire survey of the enterprises in the development zone,it is concluded that the problems existing in the government functions in the industrial upgrading of the D economic and technological development zone mainly include the relatively weak public management ability of the government,the excessive behavior of government administration overstepping its authority,and the low level of public service supply,etc.question.The reasons for these problems include the deviation of the role of the government,the imperfection of relevant policies and systems,the lack of correct concepts in the cultivation of core industries,and the relatively low overall quality of administrative personnel.In view of these problems and deficiencies,this paper analyzes the government functions in the industrial upgrading of domestic Hongqiao,Hangzhou,Kunshan and Jilin Economic and Technological Development Zones,their experiences are summarized and draw on in the exercise of government functions in the industrial upgrading.Finally,corresponding optimization suggestions are put forward,including clarifying the role of the government in the industrial upgrading of development zones,establishing and improving policies and systems for industrial upgrading in development zones,strengthening the promotion of new service concepts and implementation systems of government departments,and improving the internal administrative supervision mechanism of the administrative management of the development zone.Through the research of this thesis,it can provide targeted reference for the optimization and improvement of government functions in the industrial upgrading of D Economic and Technological Development Zone,and improve the efficiency of its industrial upgrading.At the same time,it also has certain reference and reference significance for the optimization of government functions in the industrial upgrading of other domestic economic and technological development zones.
