From Absent Response To Comprehensive Response: Refined Strategy Of Government Responsive Governance

The “Decision” of the Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China emphasized the significance and overall requirements of upholding and improving the socialist system with Chinese characteristics and promoting the modernization of the national governance system and governance capacity,which also poses an important proposition to the government in the new era on how to transform the advantages of the system into governance effectiveness.Responsive governance is the internal requirement of the modernization of the national governance system and modern democracy.This study first clarifies the basic concepts of responsible government and government response and builds the analytical framework based on the analysis of the compatibility between the connotation of the customer-oriented theory and the whole government theory and the responsive governance.This analytical framework is used for the optimization of 12345 citizen service platform in Quanzhou.Secondly,the current situation of 12345 convenience service platform in Quanzhou was analyzed by using documentary analysis,case study method and qualitative method.For one thing,the effectiveness of the platform for its pursuit of the welfare for people was affirmed,for another,there exists many constraints in its construction,such as strong subjectivity and passivity in response,weak overall response,low capacity for efficient response,and incomplete mechanism for response performance assessment.Based on the analysis of its constraints and the combination of theories,refined paths for the optimization of responsive governance are proposed.Firstly,integrating customer orientation with refined government governance,including strengthening the construction of standardization system,improving the scheme for the construction of integration mechanism and public-oriented performance assessment,strengthening public participation,and cultivating citizen consultation mechanism;secondly,optimizing strategies based on the integration of overall government theory and responsive governance.The optimization is embodied in three aspects: constructing the main responsibility system for comprehensive response,emphasizing the mechanism integration of social response and government response,and strengthening the institutional design of performance assessment.
