Research On Grid Management Mechanism For Realizing Refined Public Service Supply And The Implementation Path

The report of the 19 th National Congress of the Communist Party of China pointed out that the current main contradiction in China is " The contradiction between the people’s growing need for a better life and uneven and inadequate development ",which reflects that the grassroots level should meet the needs of public services with "fine" consideration.As a kind of information collection and feedback mechanism,the grid mechanism is applied in the practice of grassroots social management in China in the form of grid management.And it has formed its own advantages in collecting grass-roots information,assisting the operation of administrative power,and integrating public resources including multiple government departments.With the proper use of these advantages,it becomes possible to accurately identify,differentiate and allocate resources,coordinate resources and meet the differentiated public service needs of the public.The grid mechanism has resource advantages,technical advantages,platform advantages,efficiency advantages,etc.Based on the reasons for the refined supply of public services and the advantages that the grid mechanism can play in it,this paper demonstrates the necessity of using the grid mechanism to achieve the refined supply of public services.Then it is assumed that the grid mechanism can realize the refined supply of public services.Analyze its theoretical feasibility in terms of theoretical characteristics and other aspects based on refined management theory and effective supply theory,According to the project feasibility analysis method,the actual feasibility is analyzed from internal factors,external factors,and risk factors.On this basis,this paper selects the representative cases of Zhejiang “General Grid” and Yichang “One Book Three Grids” for detailed analysis,found that in reality there are "signs" that combine grid management and refined provision of public services,proved hypothetical judgment,and found that the guarantee factors of these practices are “the support of laws and policies,the promotion of administrative forces,a good public service foundation and grid management foundation,a multiple participation pattern,a multiple supply pattern,etc.”...
