Mechanism And Path Of Refined Governance Of Urban Grassroots

Refinement governance is people-oriented and inclusive governance,aiming to build an ecosystem of benign governance and promote the lasting prosperity of cities.Urban governance is the foundation and guarantee of urban development,which is of great significance and responsibility.In recent years,in the exploration of implementing refined urban governance,both top-level design and grass-roots implementation have achieved rich results.In order to deal with the increasingly complex problems of urban governance modernization,refined governance is a feasible solution.Using the comprehensive inspection mechanism of "one inspection and multiple functions" in H District of Hangzhou,the paper was basis of various theories such as technical governance and collaborative governance,from the four main dimensions of institutional arrangement,collaborative scope,technical support,and participating subjects,and constructed a comprehensive inspection mechanism.It was concluded that the urban grassroots government could improve the urban governance capacity by building a platform-based governance structure and establishing a simple and efficient governance system.However,the reform also encountered problems such as cross-department and cross-level coordination and compensation,difficulty in information sharing,and low participation of residents.In order to overcome these problems,the refined governance at the grass-roots level in cities should raise the level of overall planning,from county-level planning to the planning of cities divided into districts and even metropolitan areas,and from government-led,technology-driven turn to make the best use of the situation,improve the endogenous capacity of society.
