A Study On The Action Logic Of Local Government’s Flexible Implementation Under The Pressure-based System

Along with the social transformation,the government’s functions have also changed to continuously meet the people’s needs and yearning for a better life.In this process,the pressure-based system,as a governance model with Chinese characteristics,provides a top-down pressure-oriented administrative operation mechanism for the implementation of local governments’ policies,which plays a vital role in adapting to reform and development.However,judging from the actual governance effectiveness of local governments,the pressure-based system’s operation process has constantly undergone policy implementation,and the paradox of "pressure-adjustment" coexistence appears,and the greater the pressure,the stronger the implementation performance.As a result,a key issue in the implementation of China’s public policy has been revealed: Why is China’s policy flexibility under the pressure system so widespread,but China’s public policy process is surprisingly stable?This paper regards policy adaptation as the operation puzzle of the pressure-based system,analyzes the reasons and performance of the coexistence of "pressure-flexibility",and uses the policy entrepreneur theory to further propose the "joint responsibility-action" mechanism as an analytical framework to explain the implementation of the pressure-based system flexibility.Try to propose a new theoretical presupposition that the "pressure-capability" imbalance situation of the pressure-based system leads the local government to seek a new organizational relationship,based on the institutional arrangements of territorial management and target management responsibility A joint responsibility organization is formed between governments to integrate existing governance resources as the main body of policy entrepreneurs and adopt different behavior strategies to implement flexible implementation of policies.From this perspective,flexible implementation reflects that local policy entrepreneurs actively play the function of policy change activities in order to cope with and alleviate the rigid pressure brought by the pressure system.Not only that,this article also uses the research method of case analysis to conduct long-term visits and investigations on the policy implementation between the superior and the subordinate of a functional department in Z Province.Through the observation of this specific policy issue,it verifies that there is a "joint responsibility" in the government governance process.— Characteristic performance of the action mechanism.Finally,this article proposes an optimized path for flexible implementation of pressure-based systems,from promoting the implementation of pressure-based systems in parallel with decompression and energy-up,establishing and perfecting institutionalized accountability mechanisms and standardized fault-tolerant mechanisms,and using resource networks and technology to manage policy implementation.Obstruct the three dimensions to standardize the flexible implementation of local governments and bring them into the construction track of institutionalized implementation.
