The Coexistence Of "Pressure And Accommodation": The Institutional Logic Of Grassroots Policy Flexibility

The report to the 19 th national congress of the communist party of China(CPC)calls for actively transforming government functions,innovating ways of supervision,streamlining administration and delegating power,enhancing the government’s credibility and executive ability,and building a service-oriented government that the people are satisfied with.The key to building a service-oriented government lies in the arrangement of government actions and the implementation of responsibilities step by step.At present,the government of our country generally lacks the ability of policy implementation or the flexible effect of policy implementation,which has become the bottleneck to weaken the efficiency of government implementation.Flexibility in policy implementation will,to some extent,affect the performance of government functions,reduce the efficiency of social distribution and the level of public services,and then affect the construction of a service-oriented government.This paper puts forward "pressure-hold" coexist run analysis framework,explore the logic of urban grassroots government policy implementation between higher and lower,and analyze the policy flexible behavior under the pressure type system can run smoothly for a long time,and further put forward to strengthen the policy execution path,to better promote the management of the government from the traditional to the governance model,service transition,help the government management innovation and efficiency continue to improve.
