| With the advancement of reforms,the responsibilities of township cadres as executors of government policies and administrators of rural affairs have become more and more burdensome.Their work pressure is increasing coupled with some formalist problems at the grassroots level.The research on work pressure of township cadres mostly follows the basic paradigm of pressure research.The formation mechanism of work pressure lacks analysis of the combination of macro-system background and micro-governance practice,and few studies have combined qualitative analysis and quantitative analysis.This thesis grasps the current situation of work pressure and influencing factors of township cadres through quantitative research,and then analyzes the formation mechanism of work pressure based on the current system background and governance practices.This research specifically uses methods such as literature research,historical research,in-depth interviews,questionnaire surveys,and statistical analysis.First,in the preparation stage,the existing research results at home and abroad are sorted out to determine the research ideas.Secondly,at the research stage,by analyzing the changes in the responsibilities and roles of township cadres since the founding of the People’s Republic of China,grasp the changes in their job characteristics.Based on the results of interviews with 10 township cadres,a questionnaire was designed and revised.Questionnaire surveys were conducted on township cadres in multiple regions,and a total of 302 valid questionnaires were collected.SPSS 24.0 software was used to test the reliability and validity of the questionnaire,and descriptive statistical analysis,correlation analysis and multiple linear regression analysis were performed.Based on the results of empirical analysis,the perspective of stress logic was introduced to construct a multiple stress analysis framework to explain the formation mechanism of township cadres’ work pressure.Finally,at the conclusion stage,the research conclusions of this paper are formed and countermeasures are proposed.The conclusions of the research are as follows: First,most of the respondents were at a higher level of work stress.Second,the stressors of township cadres can be divided into internal organization level,external organization level and individual level,including work tasks,work demands,organizational structure,working environment,social evaluation,role conflicts,interpersonal relationships,family life and physical and mental health.Third,work tasks,work demands,organizational structure,family life,physical and mental health,and social evaluation have a significant positive impact on their work pressure;administrative ranks and annual income have a significant negative impact on their work pressure.Fourth,township cadres bear a large number of governance tasks in the grassroots governance,and at the same time are subject to technical control by higher-level institutions.The top-down authority in the pressure system is an important power engine to ensure that township cadres work hard in a Multitasking—Strong control—High pressure mode.Fifth,township cadres are bound by complex rural affairs in embedded governance,lack of effective governance tools to cope with the rational struggle of farmers,and lack of sufficient social support in work,which leads to the JDCS model of High demands—Low control—Little support for a long time,causing their work pressure from the bottom-up.Finally,from the reality of township cadres’ work,this thesis puts forward the countermeasures and suggestions to relieve their work pressure as follows: The first is to strengthen institutional support,including improving the responsibility system and the list of powers and responsibilities,standardizing and carefully using the cadre accountability system,and improving the incentive and care mechanism for township cadres;The second is to strengthen technical support,including establishing a unified information management system,promoting mobile network conference systems,and developing artificial intelligence applications in the government office;The third is to strengthen social support,including improving the working environment,establishing a psychological service system,and guiding the news media to report positively on township officials. |
