With the increasing aging of the population,senior care work is facing serious challenges.Community-based senior care as an important senior care model has attracted much attention.High-quality community elderly care services not only reduce the burden of elderly care,but also lower the cost of social elderly care,thus effectively alleviating the pressure of elderly care.Therefore,it is crucial to solve the problems existing in community-based elderly care services.This study takes the community in S district of Chengde city as the entry point,and uses the new public service theory,Maslow’s hierarchy of needs theory and welfare pluralism theory as the guidance to study the community elderly service in S district of Chengde city.In promoting the development of community elderly service in S district of Chengde city,the "1+3+N" elderly service model was actively explored,and the information construction of community day care service station and "time bank" volunteer service achieved obvious results,but also faced development difficulties.Through questionnaires and field interviews,it was found that the main problems of community elderly services in S district are low level of community elderly services,insufficient infrastructure support,low funding for community elderly services,and unsound policies and regulations.Tracing back to the source,the main reasons for these problems are the weak strength of community elderly service,unbalanced promotion of infrastructure,single channel for raising funds for community elderly service,and imperfect construction of rule of law environment for community elderly service.Through data analysis and comparison,problem summarization,and relevant literature analysis,this study concluded that S district should crack the problems of community elderly care development by providing high-quality community elderly services,optimizing the infrastructure system,increasing capital investment in community elderly services,and cooperating with various departments to improve legal rights and remedies protection,so as to form replicable and generalizable experiences and practices for study and reference. |
