Research On The Current Situation,problems And Countermeasures Of Community Home Care Service In Hengyang City

The seventh national census has ended,China ’ s population structure reflects the trend of increasing the proportion of the elderly population will continue,the elderly pension problem is still a major livelihood issues.In today ’s increasingly mature community development,more and more elderly people are willing to enjoy community services and participate in community activities.Therefore,the community home care model,which can rely on community resources and does not need to leave the existing residence,has become a new choice for the elderly.In order to alleviate the practical problems of urban aging,the Hengyang Municipal Government responded to the national call and actively promoted the development of community home-based care services.In August 2019,the Ministry of Civil Affairs and the Ministry of Finance jointly issued a notice,specifying that 54 cities(districts),including Hengyang City,are the fourth batch of pilot areas for home and community care service reform in the country.In order to grasp the development of home-based elderly care services in Hengyang City,this paper uses Maslow’s hierarchy of needs theory and welfare pluralism theory to carry out empirical research by means of questionnaires and field interviews.Through the investigation,it is found that Hengyang City has issued a series of policies to promote the pilot work of community home-based elderly care services,and has explored and constructed a "1+N to [X]" model with all-regional coverage,all-weather response,and all-round supply,and achieved certain results..However,in the process of gradual advancement,problems such as government offside and vacancy,lack of funds,insufficient service supply,large shortage of employees,and lack of sufficient understanding of community home-based care for the elderly have also emerged.The main reason is the government’s operating mechanism and management.The mechanism is not perfect,the social capital has little investment in the field of community home care services,the government’s research on service supply and demand is not in-depth,the supply of community home care service talents is insufficient,and the community home care publicity work is not in place.In order to further improve Hengyang’s community home-based care services,clarify the government’s responsibilities and powers and improve the supervision system;introduce social capital to promote the long-term development of community home-based care services;adhere to the needs of the elderly and provide accurate services;To deepen the training of talents,build a team of home-based senior care talents in the community;increase the publicity of home-based senior care in the community,and change the thinking of senior care.
