Research On Rural Grid Management In D Town DF Qinhuangdao

The central and local government attach great importance to grid management in recent years.The grid management has always been concerned with the successful exploration of the "10000-meter-unit grid" of Dongcheng District in Beijing and extend to the whole nation.The grid management is not only a method of integrating resources but also improving the efficiency of government departments.The creative social governance method of the grid management is imperative.Exploring the rural grid management will enrich the connotation of grassroots management,respond to the needs of public service in time to solve the problems,and make full use of advantages of the rural grid management.It’s of great importance in building a service-oriented Government.D town of Qinhuangdao as the research object in this article.Related domestic and international literatures were referred with the literature research to explain concepts of the grid,the grid management and the rural grid management.This article tried to analyze the current situation of rural grid management on the basis of questionnaires and on-the-spot investigation.Through organized data of the rural gird management in D town of Qinhuangdao to discover 5 problems,these are as follows: management measures were not fully implemented,lacking of work funds,the problem of teams’ construction,lowing social participation and poor informationize of communication.Based on these problems to analyze the reasons,these are as follows: incomplete management mechanism,lack of economic support,lacking reserve of talent,limited by traditional management and ideas and insufficient resource integration efforts.Based on the Collaborative Governance Theory,the New Public Service Theory,and the Seamless Government Theory to proposed the optimized countermeasures: improving grid management mechanism,enhancing the internal driving force of economic development,improving the construction of the team,changing traditional concept and smoothing the informationize communication channels.This research is aimed at improving the rural grid management of Qinhuangdao and the government efficiency.
