Research On The Behavior Logic And Optimization Path Of Village Cadres In Rural Grid Management

With the rapid development of economy and the progress of information technology in society,the demands of rural people for public services gradually converge with those of urban residents,and they put forward higher requirements in both quantity and quality.In order to adapt to the change of The Times,it is necessary to reform the way of rural grass-roots governance.The implementation and popularization of grid management in rural areas is a beneficial exploration to solve the new demand and high demand of rural residents for public services,and also an innovative measure to the social governance model in rural areas.With the help of the new governance model of grid,the power of grassroots organizations is absorbed into the grid organization system.As the core subject of rural grass-roots governance,village cadres are naturally incorporated into the rural grid management system,becoming the main force of rural grid management,and playing an important role in the rural context of grid management.Therefore,in order to promote the high-quality development of rural social governance and further improve the efficiency of rural grid management,it is of great significance to explore rural grid management from the perspective of village cadres’ behavior.This paper takes the specific practice of rural grid management in T Town,Fei County,Shandong Province as the research content,focuses on the in-depth exploration and analysis of the behavior logic of village cadres in rural grid management,and puts forward suggestions on ways to optimize the behavior of village cadres in rural grid management.This paper first elaborated and summarized the concepts of rural grid management and village cadres,combined with the pressure type system theory,bureaucracy theory and rational choice theory,using questionnaire survey method and interview method and other research methods,to conduct an in-depth analysis of the village cadres’ behavior logic and motivation in the rural grid management of T town in Fei County.Through the research,it is found that village cadres choose corresponding action strategies based on their different roles of government agents,rural head family and individual social people in grid management,including obstructing behavior with superior government,oligopsychological behavior with rural masses and self-protective behavior as individuals.Then,the reasons for taking corresponding action strategies are analyzed.The main reasons are the contradictions between village cadres and different subjects such as the superior government,the masses and themselves.The reasons are that the administrative control of the superior government,the challenges of the masses in authority trust and the disproportionate returns paid by individuals.Finally,it explores the policy suggestions to optimize the behavior of village cadres in rural grid management by establishing and improving the top-level design mechanism,cultivating multiple subjects to build a co-governance pattern and stimulating the vitality of village cadres.The research of this paper will help the development of grid management in rural areas from the perspective of optimizing the behavior of village cadres,so as to achieve the purpose of improving the efficiency of rural grass-roots social management.
