Research Of The Linkage Mechanism In Grid Management For Urban Community

The Third Plenary Session of the 18th Central Committee of the Communist Party of China proposed that, "in order to promptly reflect and coordinate the masses’interest demands in various aspects and at multiple levels, integrated service management platform at the grassroots level, which is oriented to the grid management should be established". This session also requires to speed up the formation of scientific and effective social management system and to promote the modernization of national governance system and prowess. Urban community grid management, in a progressively mature mode of self-government and grassroots organization management services, has been embedded in the innovation of grassroots social management. And this kind of management has obviously become an important motivating factor in the development of community self-government and the innovation of linkage service mechanism. District N at city G which is based on grid management, supported by informatization and guaranteed by institutional improvement has broken the regional segmentation and information island. It also commits to the construction of urban governance structure, system and prowess, and the reconstruction of the urban management service system and process. It has formed a "great city, small grid" service management network which is horizontal, longitudinal, completely occupying and with no crack. It tries to develop an urban community service management mode with multiplicity and creativity, in which the government playing a leading role government, community organizations and members cooperating with each other, economy, polity and culture coordinating with one and another. It also tries to constantly improve the society management construction which is leaded by the Party, charged by government and supported by social cooperation and public participation.The experience of N district suggests that, through hierarchical management and multi-lateral cooperation, the devolution of community administrative power and the transformation from unitary, passive community management to a cooperative one are much likely to be realized. Building up grid information management system and hierarchical working platform is beneficial to a horizontal and longitudinal community management. Unified planning, implement, pilot and gradually improvement and promotion conform to the reform reality of urban community grid management system. However, it needs more improvement to establish a complete feedback system of community citizens’demand for public service, to improve a long-term mechanism of grid management through cultivating leaders among citizens, to establish and perfect the evaluation system of the community building performance and to develop the innovation strategy of social management. Meanwhile, the reform situation with which the N district confronts is similar to those faced by other domestic cities. That is to straighten out the power relations of different community management subject s to a certain degree, and to adapt to the needs of filling the community management vacuum with national power. However, it may also bring further homogeneity on the functions of state and community, and the possible increase in the community operating cost because of the power and responsibility cross among cooperative subjects. Therefore, its reform effects still needs further observation.
