As an important mean of economic development to utilize foreign capital and technology to develop domestic economy and finally achieve mutual win,foreign investment is one of the inevitable choices to achieve common development of global economy at present.Under the policy of opening to the outside world,the work of attracting foreign investment has achieved remarkable results.The achievement and status of L city’s foreign investment attraction work can be regarded as a typical case of the county-level government related work in more than 40 years of Chinese reform and opening up.However,under the new situation of the continuous deepening of international economic exchanges and the continuous strengthening of capital flow,we still need to face up to our own shortcomings and further enhance the corresponding capacity.In the next step in the foreign investment work to achieve better results,so as to provide reference for the county government to carry out relevant work.This paper is divided into five parts.The first part is the introduction,mainly from the paper topic selection basis,domestic and foreign research status,research methods,research significance and other aspects of the discussion,for the purpose of the article was first described.The local government’s work to attract investment has attracted extensive attention from the academic community.Combined with the field investigation and theoretical guidance of the relevant work in L city,the research on this issue has certain research significance.The second part is the first chapter of the text,which mainly summarizes the convenient conditions and achievements of L city in introducing foreign investment and affirming the contribution and actions of L city in the process of reform and opening up over 40 years.In particular,L City is able to adjust its work according to the field conditions and the advantages of different periods,and has accumulated a rich ability to attract foreign investment.The third part discusses the current industrial park layout,team capacity,new external challenges and other aspects of L City.In fact,the existing problems are sorted out.The layout of industrial parks still needs to be adjusted to consolidate the business environment.The team capability needs to be continuously improved to provide better service.New external challenges,such as trade frictions between China and the United States and the spread of the coronavirus,call for countermeasures.The fourth part is summarized by the advanced methods at China and abroad.In the industrial structure upgrading,professional service team building,making more suitable for the local economic development and other aspects of the experience can be used for reference.The fifth part,as the key part of the paper,discusses how L city should adjust the layout and functions of industrial parks,improve the industrial structure,expand the sources of introducing foreign investment,and puts forward specific suggestions.L City needs to combine the favorable opportunity of current industrial upgrading,focus on attracting foreign capital in new industries,expand sources of investment,and further start from its own capabilities,take professional team building and institutional coordination ability improvement as important development directions.
