Study On The Level Measurement And Improvement Strategy Of Urban Resilience In Shaanxi Province

City is a comprehensive and open system,which is greatly vulnerability.With the acceleration of the urbanization process,the development of Chinese cities is affected by both internal and external environmental change,and gradually shows complexity and diversity,which brings increasingly serious disaster consequences.In order to cope with various unpredictable risks,the concept of “urban resilience” has been introduced into urban planning and management,providing a new perspective for cities to cope with the impact of uncertain factors.As an important hub of “One Belt and One Road”construction in Northwest China,Shaanxi Province has faced prominent problems in coping with environmental problems,man-land conflicts,and resisting uncertain risks in recent years along with the transformation and upgrading of urban development and the adjustment of policies.Therefore,in order to improve the resistance,adaptation and resilience of cities in Shaanxi Province,it is necessary to comprehensively evaluate the level of urban resilience.By combing and summarizing the domestic and foreign research status of urban resilience,supported by vulnerability theory,urban resilience theory,collaborative governance theory and sustainable development theory,and based on the BRIC measurement model,this paper constructs a level measurement system of urban resilience including five dimensions,namely economy,ecology,society,urban infrastructure and public service.Then,the entropy method and comprehensive index method are used to measure the urban resilience level,and according to the calculation results,the spatial and temporal analysis is carried out.Thirdly,grey correlation method is used to calculate the influence degree of each influencing factor on the urban resilience level of Shaanxi Province.Finally,based on the research results,this paper proposes practical measures and suggestions for urban resilience of Shaanxi Province.The results show that:(1)The urban resilience of Shaanxi Province showed a linear upward trend from 2010 to 2019.The degree of dispersion of urban resilience was large,and the difference between cities was large.(2)On the whole,the spatial and temporal differentiation characteristics of urban resilience in Shaanxi Province are stable.The core city resilience shows a high value,with Xi ’an as the center,radiating to surrounding cities,and the spatial distribution of urban resilience agglomeration has a positive correlation,that is,the city with strong resilience agglomeration has a stronger resilience agglomeration in its surrounding cities.(3)The effect of infrastructure resilience and public service resilience on the comprehensive level of urban resilience is gradually weakened,and the effect of other systems on the comprehensive level of urban resilience is gradually enhanced.Based on the above research results,this paper proposes strategies to improve the urban resilience level from three aspects: resource,subject and environment.The strategies include expanding the field of assistance,optimizing the industrial structure,giving full play to the advantages of social organizations,strengthening the multi-subject association and collaboration,building an intelligent management platform,and formulating scientific development plans.At the same time,according to the resilience level and development situation of each city in Shaanxi Province,resilience improvement strategies of different types are proposed,which include giving full play to the leading role of core cities,strengthening the coordinated development of internal systems,and positioning resilience levels to make up for weaknesses.
