Uncertainty has increasingly become a major feature of the background of our times,which makes the cities we live in face of more and more complex risks,and puts forward a new test for urban emergency management and urban risk management.Resilient governance is an effective way to normalize risk management and emergency management.In this context,in order to meet the safety needs of urban residents,improve urban adaptability and enhance urban resilience is becoming more and more important.In this paper,the entropy weight method is used to calculate the panel data of China’s provincial capital cities from 2008 to 2019,including four municipalities directly under the central government,analyze the basic situation of China’s provincial capital urban resilience,and use the coupling coordination degree model to analyze the coupling coordination level between the provincial capital urban resilience and the provincial capital primacy,as well as the coupling coordination level between the urban resilience subsystems,This paper analyzes the coupling of urban resilience and the impact of other sub-systems on urban resilience.Through the research,this paper has the following findings:(1)The resilience of China’s provincial capital cities is constantly improving,but the growth rate shows a slowing trend.From2008 to 2019,the average urban resilience of 31 provincial capitals increased from 0.168 to 0.274,with an average growth rate of 4.2%.From the east to the middle and then to the west,the resilience of China’s provincial capital cities is decreasing,but the growth rate and growth range of urban resilience are increasing.After 2017,the gap between the resilience of provincial capital cities in central and Western China has gradually narrowed.(2)The economic resilience,social resilience and infrastructure resilience of China’s provincial capital cities are improving,but the ecological resilience has decreased.(3)The coupling degree between the resilience of provincial capital cities and the primacy of provincial capital is high and the coupling coordination level is low.Generally speaking,the cities with high primacy of provincial capital have the phenomenon of backward construction of urban resilience.Although the primacy of provincial capital is low in the developed areas of eastern China,the development of urban resilience is better.(4)The degree of coupling and coordination between the resilience subsystems of provincial capital cities in China is high,that is to say,the degree of interaction between the resilience subsystems of provincial capital cities in China is strong,but the degree of mutual promotion and coordination is low.(5)The coupling degree between urban toughness subsystems in China has an inverted U-shaped impact on the overall level of urban toughness,and the coupling coordination level between urban toughness subsystems has a positive impact on urban toughness.This shows that the improvement of urban resilience level not only needs the high-quality development of urban resilience subsystem,but also needs good cooperation and coordination between each other.(6)According to the current research,population aging,government financial capacity,employee wages and economic density can positively affect urban resilience,while population density will negatively affect urban resilience.This paper hopes to improve urban resilience through two-way efforts on the supply side and demand side to expand domestic demand,improve the level of scientific and technological development,improve the supply level of government public services,and improve the scientificity and rationality of urban planning.Improving urban resilience is an effective way to improve the sense of security of urban residents and a new thinking of urban risk management and emergency management.This research,especially the research on the coupling and coordination relationship between urban resilience subsystems and its impact on urban resilience,can enrich the existing research on urban resilience academically and provide new ideas for urban resilience construction in practice.It is hoped that all provinces will strengthen the urban resilience construction of provincial capitals while building "strong provincial capitals",and drive the safety atmosphere of cities in the whole province through provincial capitals. |
