In recent years,the population aging in China presents a large-scale,deep and rapid development trend,and the burden of providing for the aged continues to increase.According to the data of national economic operation in 2022 released by the National Bureau of Statistics,the population of China was 1,411.75 million at the end of 2022,which was 850,000 less than the end of last year.The natural population growth rate was-0.6‰,and the population showed negative growth for the first time.This means that the aging population will continue to accelerate.The increasingly serious aging problem has brought great challenges to China’s aged care service industry.At the same time,the traditional family pension model in China is declining,which can no longer meet the diverse needs of the elderly.Institutional pension does not conform to the traditional cultural concept,resulting in the structural problems of vacant beds and hard to find one bed,and it can not solve the current pension problem.Based on the community care model,the community home-based care model allows the elderly to enjoy professional care services without leaving home,which has become the mainstream care model favored by the society.However,due to the late start and immature development of community home care service model in China,a series of problems have been exposed in the supply of old-age care service.Firstly,this paper summarizes the research status of community home-based care service by literature analysis,and elaborates and explores the theory of community care,welfare pluralism and Maslow’s hierarchy of needs by theoretical analysis,which lays a theoretical foundation for this paper.Secondly,it combs the development course of community home-based aged care service in L city,and makes a case study on the supply of community home-based aged care service in D district by using Maslow’s hierarchy of needs theory,summarizes the existing problems and deeply analyzes the reasons.Finally,the innovative use of community care theory and welfare pluralism theory,from the construction of community service platform,improve the supply system of government,family,market,social forces and other multi-subjects,put forward opinions and suggestions on the improvement of community home-based care services in the future.This paper explores how to build a community service platform,establish a social support network for clients,provide services for family caregivers and carry out community advocacy;Give play to the leading role of the government,improve the policy system,promote the construction of service facilities and strengthen the construction of talent team;Highlight the role of family support,create a harmonious family environment,and establish a healthy concept of providing for the elderly;Stimulate the vitality of market players,establish the concept of differentiated and personalized service,improve the mode of "chain operation of leading enterprises",explore the mode of "property+chain custody" and improve the mode of "combination of medical care and nursing";Attract social forces to participate,promote the high-quality development of social organizations,innovate grassroots social governance mechanisms and other ways to promote the quality and efficiency of community home-based care services,and effectively meet the diversified and personalized needs of the elderly.
