| The participation of residents in community governance is the essential requirement for the governance of old neighborhoods and the main reference standard for measuring the level of community autonomy.At present,most of the governance of old neighborhoods is limited to the improvement of neighborhood appearance and infrastructure,while ignoring the improvement of public services and the renewal of governance system and other internal construction,and the problem of high investment cost but low benefit to residents in the governance of old neighborhoods is still prominent.From a long-term perspective,the transformation of old neighborhoods requires the implementation of long-term governance initiatives,which is inseparable from the participation of community rights subjects,and only the effective participation of rights subjects can make the effective governance of old neighborhoods sustainable,and residents are the core rights subjects of old neighborhoods.Therefore,promoting the participatory governance of residents is an important issue in the current governance of old neighborhoods.This paper takes residents’ participatory governance as the research perspective,takes social capital theory and participatory governance theory as the theoretical basis,and uses the research methods of literature research method,case analysis method and rooted theory to conduct the research.At the theoretical level,it explores the old neighborhoods,participatory governance,and also analyzes the necessity of participatory governance for residents in old neighborhoods by summarizing and sorting out four governance models of old neighborhoods in China and their residents’ participation under different models.At the practical level,through researching S community in Qingdao and conducting participatory observation,introducing Nvivo11 qualitative analysis software,and using the rooted theory research method to summarize and sort out the "multi-dimensional identity","mixed mobilization" and "comprehensive empowerment" to promote the participatory governance of S community residents,and constructed an explanatory framework and model for the participatory governance of S community residents.We also reflected on the participatory governance in S community based on the interviews,and suggested that there is still room for further improvement in three aspects: the relevance of community activities,community ageing services,and the sustainability of back-up forces.In addition,we suggest that there is still room for further improvement in three areas: the relevance of community activities,the sustainability of community elderly-friendly services,and the sustainability of back-up forces.Finally,a feasible path is proposed to consolidate the foundation of multidimensional resilient identity,build a mixed and powerful mobilization network,and construct a comprehensive and standardized empowerment system,so as to effectively promote the participation of residents in old communities in community governance and establish a complete and orderly community governance system. |
