Study On Ride-hailing Industry Regulation From The Perspective Of Holistic Governance

With the rapid development of digital technology,the ride-hailing industry emerged.With its characteristic of the platform economy,it meets the increasingly diversified travel needs of the public,completely overturns the traditional taxi operating model,and seriously impacts the taxi market,while also bringing new challenges to government supervision.In July 2016,the "Interim Measures for the Administration of Online Car Booking Taxi Services" was officially released to regulate the development of the ride-hailing industry,determining the legal status of ride-hailing and establishing the basic framework for its management.Local governments also subsequently issued corresponding policies.However,with the rapid development of the ride-hailing industry,issues such as travel safety,data security,and infringement of the rights and interests of drivers and passengers have been continuously exposed,causing widespread concern and anxiety.Based on the perspective of holistic governance,this article takes the regulation of A city’s online car-hailing industry as the entry point,using the case analysis method and face-to-face interview method to elaborate on the current situation of the online car-hailing industry and the regulation of A city’s online car-hailing industry.From the perspectives of governance concept,governance subject,governance mechanism,and governance mode,the article explores the fragmented dilemma faced by the regulation of A city’s online car-hailing industry.The overall regulation of the online car-hailing industry presents a fragmented situation,mainly due to the lagging governance concept,difficult effective coordination among governance subjects,failure to keep up with market pace in governance mechanisms,and ineffective governance methods.Therefore,some optimization paths for the regulation of the online car-hailing industry are proposed,such as updating the governance concept of government departments,coordinating multiple governance subjects,improving industry governance mechanisms,integrating legal,administrative and digital technologies,etc.These suggestions aim to answer the research question of how to construct a holistic supervision path for the online car-hailing industry,provide beneficial reference for government departments to strengthen the holistic supervision of the online car-hailing industry,promote the healthy and orderly development of the online car-hailing industry,and contribute to the construction of digital government and digital governance.
