| The rapid development of the Internet and the sharing economy has changed the traditional mode of travel,between drivers and passengers through mobile phone taxi software to match the demand information can easily complete the reservation travel service,this relying on the Internet generated by the new business state is the network car.The establishment of the easy-to-use car in Beijing marks the official entry of the network car into the Chinese market,in 2013 the network car entered Dalian.At the beginning of the emergence of the network car not only enriched people’s daily travel mode,but also improved the efficiency of travel,by the public hot pursuit.However,with the growing scale of its development,its legitimacy has also been questioned by the public,experts,scholars and so on,at this stage all the network cars are illegal operation,to the public planted a "time bomb." In July 2016,the Ministry of Transport,in cooperation with the Ministry of Public Security and other seven ministries issued the Interim Measures for the Management of Network Reservation Taxi Operation Services,after which the network contract vehicles officially moved towards legalization.Nearly two years later,in February and May 2018,respectively,the Ministry of Transport issued the Measures for the Management of the Operation of the Interactive Platform for the Supervision of Internet Reservation Taxis and the Notice on Strengthening The Joint Supervision of Work After the Network Appointment Taxis.Although the state has issued quite a number of policy documents in order to strengthen the supervision of network cars,but most of them from a macro perspective to give guidance,choose to leave greater management autonomy to local governments.Therefore,on November 1,2016,the Dalian Municipal Government officially issued the Implementation Opinions of the General Office of the Dalian Municipal People’s Government on Deepening Reform and Promoting the Healthy Development of the Taxi Industry,and the Regulations on the Administration of Dalian City’s Network Reservation Taxi Service Management.Although the introduction of the above-mentioned documents try to combine the actual characteristics of Dalian City because of the city’s policy to strengthen the management of the network car,but because the network car is a new thing in the transportation industry,all the regulatory paths are still in the exploration period,so Dalian City in the supervision of the network car still has many problems that need to be solved urgently,bringing governance challenges to the Dalian municipal government.The research content of this paper consists of six chapters.The first chapter is an introduction,first of all,by consulting the relevant documents of the previous network car,expounds the background and significance of this paper.Secondly,through the discussion and evaluation of the progress of domestic and foreign network car research to find the main research ideas of this paper.Finally,the possible innovations and shortcomings of this paper are expounded.The second chapter is the main concept and core theory,on the basis of clarifying the two related concepts of network contract car and government supervision,introduces the theory of holistic governance,and describes the basic connotation and core characteristics of the theory,and then excavates the fit between the whole governance theory and the supervision problem of network contract car from three dimensions.The third chapter is the status quo statement,in turn from the network car supervision subject,object,initiative three aspects of Dalian city network car supervision status quo.The fourth chapter is the problem and the reason analysis,combined with the current situation of the previous chapter and through the author’s questionnaire survey results and data consultation,pointed out the main problems existing in the supervision of Dalian city network car,and specifically analyze the causes of the problem.The fifth chapter is for the experience,the use of case study method,through the successful experience of California,London,Guangzhou network car supervision,in the government-enterprise cooperation,pay attention to service quality and safety,the full use of technical means on the Dalian network car supervision three aspects of the formation of inspiration.Chapter 6,from the perspective of holistic governance theory,puts forward four suggestions on integrating the main body of supervision,perfecting laws and regulations,updating the supervision tools and establishing a holistic view,with a view to perfecting the supervision countermeasures of Dalian’s network car,and providing direction for other city local governments and even the national network car supervision path exploration.The article mainly embodies innovation in two aspects,the first aspect is that the research content is relatively novel.This paper selects the network car this kind of new business state,appears the development time is relatively short,the state’s supervision of it only 4 years,has always been in the stage of the exploration of the regulatory path,especially in 2018 after a number of consecutive wind truck killings,once again the network car back into the public eye,the network contract car supervision issues put on the forefront.The second aspect is that the research perspective is somewhat innovative.After consulting and analyzing the relevant literature of many network cars at home and abroad,the paper summarizes the connotation,characteristics and application practice of the theory of holistic governance,and finds that the theory has internal applicability to the problem of network car supervision,so it boldly introduces the theory of holistic governance into the network contract car supervision,and is based on Dalian network car market,through the combination of theory and practice,puts forward the regulatory strategy,and also helps to perfect the whole governance theory to a certain extent. |
