Research On Government Regulation Of Ride-hailing Service In Xi'an

With the development of mobile Internet and shared economy,the integration of transportation industry and Internet has made the online ride-hailing popular all over the world in recent years.In our country,the rapid popularization of online ride-hailing service in large and medium-sized cities has effectively alleviated the problem of "difficulty in taking a taxi" in cities,and has been favored by the masses,especially among young people.At the same time,there are also some problems in the operation of the online ride-hailing,such as impact on traditional industries,regulatory gaps,policy deficiencies,security risks and so on.The local government relies solely on the management mode of " Prior approval and post punishment" of traditional cruise cars,which has been unable to meet the requirements of the vehicle supervision under the "Internet +" environment.As for the regulation of new industries,we can neither let them drift nor prohibit them.Scientific and innovative management mode is needed.Compared with other provincial capitals in China,Xi'an has not yet formed a complete regulatory system.In addition,the reform of taxi industry in Xi'an is not thorough,and the contradiction between cruise cars and online car appointment is becoming increasingly fierce,which hinders the healthy development of online ride-hailing appointment.This paper mainly discusses how to standardize and develop Xi'an online ride-hailing from the perspective of the government.Firstly,it explains the relevant concepts and theoretical basis of the study.Referring to Xi'an online ride-hailing appointment policy,it combs the characteristics and current situation of Xi'an online ride-hailing appointment operation supervision,and demonstrates the necessity of supervision by analyzing the public and shared economic attributes of online car operation.Secondly,this paper analyses the supervision problems in the operation of onlineride-hailing appointment from various perspectives,and uses the theory of market failure and government failure to deeply analyze the problems,trying to find out the causes of the problems.Thirdly,it summarizes the enlightenment to Xi'an's online car appointment supervision by studying the supervision mode of other foreign cities and the supervision experience of some domestic cities.Finally,the paper puts forward some countermeasures and suggestions on improving policy,innovating supervision mode and strengthening operation supervision,to explore online ride-hailing with government and citizen participation,supervision and coordination of the association of diversified management mode and new technology about online ride-hailing supervision mode.
