As a representative of emerging Internet things,online car-hailing has attracted much attention since its emergence.Online car-hailing matches drivers and passengers in real time through the Internet platform,relieves the pressure of busy public transportation,and brings efficient and convenient travel options to the lives of residents,so that unused social resources can be reasonably allocated.The development of car-hailing has encroached on the interests of the traditional taxi industry.In the early stage,the government adopted the model of managing taxis to regulate online car-hailing,which poses potential safety hazards and endangers social stability and order.Therefore,the central government has issued online car-hailing compliance documents,and on this basis,local governments have also promulgated rules for the management of online car-hailing.However,most of the stricter regulations require online ride-hailing.After the introduction of the policy,the number of vehicles that consumers can make reservations on the online ride-hailing platform has drastically reduced.Not only will the people face the problem of "difficulty in getting a ride" again,it will also curb it to a certain extent.With the development of the sharing economy,problems such as large losses in consumer interests and destruction of fair market competition have emerged.This paper starts from the policy text itself to quantitatively evaluate the policy,builds the PMC index evaluation model,studies the reasons for the formulation of the online car-hailing policy from the perspective of interest groups in the regulation theory,and combines the quantitative evaluation of the online car-hailing policy with the interest game of policy formulation,Provides new ideas for the government to formulate policies.This article mainly conducts research from the following four aspects:First,it sorts out the theoretical concepts of online car-hailing and government regulation,analyzes the current development scale and problems of online car-hailing,and divides the government’s regulatory process of the online car-hailing market based on this.And according to the theory of regulation,from the perspective of four interest groups in the online car-hailing industry,it analyzes the influencing factors and influence of the government’s formulation of online car-hailing policies.Second,the PMC index model is used to quantitatively evaluate the online car-hailing policy,and the evaluation method is combined with the characteristics of the online car-hailing policy in the selection of indicators.After measuring the collated policy texts of247 cities across the country,it is found that the policy evaluation results It can be summarized in the following three aspects: strict access review,neglect of data security,and insufficient service standards.Thirdly,from the perspective of car-hailing interest groups,a government regulatory decision-making model is constructed to analyze the causes of government regulation of car-hailing.With the help of the PEARSON correlation analysis method and regression model in SPSS,the factors affecting the government regulation of car-hailing are analyzed,and finally obtained The following conclusions: The current local government’s strict regulatory policies for online car-hailing are mainly affected by the interest groups of the regulators.Finally,based on the previous research conclusions,reasonable suggestions for the regulation of online car-hailing policies are put forward.
