Research On Compatibility Of Supply And Demand Of Supporting Policies For "Specialized,Sophisticated,Distinctive And Innovative"Small And Medium-Sized Enterprises(SMEs) In Tianjin

At present,the world is undergoing profound changes unseen in a century.The new round of scientific and technological revolution and industrial transformation is accelerating.However,China is faced with increasingly prominent weaknesses in the manufacturing industry,and key core technologies in some fields are controlled by others.To improve the ability of independent innovation and achieve a high level of scientific and technological self-reliance become a must to overcome the barrier."We will support the development of specialized and specialized new enterprises and promote the development of high-end,intelligent and green manufacturing industries," the Party’s 20 major report stressed,which will be a key measure to break through the bottleneck of China’s ability to improve independent innovation.The concept of "Specialized,Sophisticated,Distinctive and Innovative" was first proposed by the Ministry of Industry and Information Technology in 2011 and has experienced more than 10 years of development.In recent two years,with the intensive introduction of support policies at the national level,the cultivation of "Specialized,Sophisticated,Distinctive and Innovative" enterprises and the construction of a gradient cultivation system have been raised to an unprecedented height of national development strategy.Tianjin has also placed an important position in supporting the development of "Specialized,Sophisticated,Distinctive and Innovative" small and medium-sized enterprises,and introduced corresponding supporting policies to inject innovative vitality into the healthy development of regional economy and society.However,the effect of policy support and whether the support policy is in line with the needs of enterprises at the present stage have become the issues worth our thinking and research.Firstly,this paper summarizes the research status of "Specialized,Sophisticated,Distinctive and Innovative" small and medium-sized enterprises,policy effect evaluation methods,policy supply and demand matching degree through literature research.On the basis of learning from the research achievements of domestic and foreign scholars,the research methods and paths of this paper are clarified.Then,the relevant enterprise data are retrieved and collated to present the basic characteristics and innovation ability of "Specialized,Sophisticated,Distinctive and Innovative" small and medium-sized enterprise in Tianjin at the present stage,and the existing problems are preliminarily analyzed.Moreover,from the perspective of matching policy supply and demand,this paper constructs a matching model of policy supply and demand,and tries to construct an index system from three dimensions of elements,management services and industrial ecology on the basis of a comprehensive analysis of supportive policy text.This paper conducts a questionnaire survey on "Specialized,Sophisticated,Distinctive and Innovative" small and medium-sized enterprises in Tianjin,deeply analyzes the mechanism of supply and demand,and calculate and classify the matching degree of support policy supply and demand.The results show that,on the whole,the matching degree between supply and demand of factor supporting policies is relatively low.In terms of specific indicators,the matching degree of supply and demand of supporting policies in terms of fund award and subsidy,business site,financing credit increase,talent cultivation and other aspects is relatively low,so it is necessary to further increase the policy support.This article aims to calculate and analyse the compatibility between the supply and demand of the supporting policy,focusing on modelling the imitation of policy supply and demand and thoroughly diagnosing the policies,forming an indexing system from the element,management service and industrial ecology.Meanwhile,the supply and demand action mechanism was explored in-depth,and a questionnaire towards the "Specialized,Sophisticated,Distinctive and Innovative" SMEs was conducted.According to the conclusion of the research,the main optimization idea is to bring together the joint efforts of the government,the market and the society,establish the demand response mechanism,and give policies in different levels.On the one hand,based on the present,focus on solving the practical difficulties faced by "Specialized,Sophisticated,Distinctive and Innovative" small and medium-sized enterprises in Tianjin at the present stage;On the other hand,it is necessary to take a long-term perspective,accurately match the actual demands of "Specialized,Sophisticated,Distinctive and Innovative" small and medium-sized enterprises in various stages of development in Tianjin,continuously improve the policy system of management and service support,and gradually build a high-quality industrial ecology,so as to provide strong support for improving the regional innovation ability and promoting the high-quality economic development of Tianjin.
