Study On The Participation Mechanism Of Farmers In Rural Habitat Improvement

Continuous improvement of rural habitat environment is an important task of implementing rural revitalization strategy and is related to the fundamental welfare of farmers.Constructing a mechanism for farmers’ participation in rural habitat environment improvement is an inevitable choice to get rid of the problems of farmers’ participation exposed in the process of improvement.Using literature research method,on the basis of investigating the literature of domestic and foreign scholars on farmers’ participation in rural habitat environment improvement and combining the knowledge of participatory governance theory,we analyze the current situation of farmers’ participation in rural habitat environment improvement in Anhua County through field survey and questionnaire survey in terms of participation performance,participation subject,participation process,participation frequency and participation way,and find that the following problems lead to farmers’ participation in rural habitat environment improvement in Anhua County The following problems exist in farmers’ participation in rural habitat environment improvement in Anhua County: insufficient breadth of participating subjects,low enthusiasm of participation,low degree of participation in organization,single channel of participation and lack of corresponding legal system protection.The reasons for the above problems are related to the lowering of village identity,the dilution of collective spirit,the low cultural quality of farmers,the weak awareness of the main body,the system of rewards and punishments to be improved,the poor incentive effect,the backwardness of government-led cultural constraints and management concepts,and the imperfection of the regulatory system and organizational management system.Based on the above problems and causes and the successful case experiences of farmers’ participation in rural habitat improvement in China,the CLEAR model of participatory governance is constructed based on the five aspects of enhancing farmers’ willingness to participate,improving farmers’ ability to participate,guaranteeing farmers’ participation process,enhancing farmers’ motivation to participate and responding to farmers’ demands in a timely manner,including village identification mechanism,ability cultivation mechanism,incentive mechanism and consultation mechanism in rural habitat improvement.The model also proposes specific countermeasures and suggestions.
