The Study Of Social Governance By New Social Strata

The Fourth Plenary Session of the 19 th Central Committee of the CPC pointed out that "We should improve the social governance system led by Party Committees,implemented by the government,based on consultation,coordination,broad participation,and the rule of law,and supported by technologies,and build a social governance community in which everyone is responsible,does his duty,and enyoys." The new social class,as a special citizen group,is gradually growing into a key force in building a community of social governance by virtue of its unique advantages such as large number,outstanding professional,wide distribution,and good use of the internet,as well as powerful economic functions.How to guide people of new social strata to participate in social governance is amportance content to improve the modernization of government governance capacitty,It is a major issue in promoting the modernization of social governance,And it’s of great significance to promote the modernization of national government system and governance capacity.Taking Yiyang as the research object,from the perspective of collaboative governance theory,through access to date,statistics data,qualitative analysis,interviews and other methods,the thesis research and analyzes the current situation in which the new social data in Yiyang participate in the social governance.The writer discovers that the new social class is effective and its contribution is great in social governance.But there are also some problems like lack of self——consciousness,stanardization,organazation,and collaboration.The reasons for the investigation show the lack of motivation,the difficulty in carrying out organization,the incomplete system mechanism.Therefore,this paper proposes to strengthen the subject consciousness of the new class to participate in social governance,strengthen the "meta-governance" role of the government to participate in social governance,promote the formation of multiple cooperative subjects,support and guide the new class to participate in social governance practice,and strive to improve the modern social governance Level of advice and suggestions.
