| Aiming at the rural revitalization,China has put forward many policy guidelines and guidelines,emphasizing the key role of the construction of rural grass-roots party organizations in the "bull nose" and "backbone" of the rural revitalization.The report of the Party’s 20 th National Congress further pointed out that the most arduous and onerous task of building a modern socialist country in an all-round way is still in the countryside,and stressed the importance of improving the rural governance system led by the Party organization.In this context,a series of explorations have been carried out in rural grassroots Party organization construction to consolidate the organizational foundation of rural revitalization.From the perspective of rural revitalization,this paper takes the Party organization construction theory as the theoretical basis,the rural grass-roots Party organization in C area of Hangzhou as the research object,and the research logic of "theoretical research--case analysis--countermeasure formulation" as the research logic,aiming at a comprehensive analysis of the role and role played by grass-roots party building in the rural revitalization strategy.First of all,we should clarify the logical correlation between the concepts of rural revitalization and Party organization construction,understand the status and role of grassroots party organization construction in rural revitalization,and clarify the important role of rural grassroots Party organizations in giving play to the cohesiveness of Party organizations,the combat effectiveness of party members,the ability to coordinate resources,and the grassroots governance ability.On this basis,starting from the actual situation of rural grass-roots Party organizations in C area of Hangzhou,this paper conducts a specific study on the role of grass-roots party building through case analysis of the four villages where the above four aspects play a typical role.Then,it analyzes the reasons for the lack of precision and continuity of cohesion,insufficient quality and quantity of human support,inadequate resource mobilization and lack of modern means of governance revealed by grassroots party building in the process of promoting rural revitalization.Finally,based on the shortcomings of grassroots party building measures,the paper proposes specific optimization path analysis from the aspects of team construction,mechanism construction and means optimization.Through the research,this paper mainly draws three conclusions: First,the construction of rural grassroots Party organizations is in a key position in the promotion of rural revitalization,and plays a positive role through the implementation of a series of measures.Second,there are still some problems in the construction of rural grass-roots Party organizations in accordance with the general goal of rural revitalization.The main reasons for these problems are the deviation of the development concept of Party organizations,the structure of party members to be optimized,the imperfect mechanism for mobilizing resources,and the shortage of high-quality rural cadres.Third,rural grass-roots Party organizations can enhance their supporting role in rural revitalization by improving their leadership and cohesion ability,strengthening the construction of party members,building an effective system of resource exchange,and improving the party organization governance mechanism. |
