Evaluation And Optimization Of Government Support Policies In The Development Of Farmer Specialized Cooperatives

Under the background of rural revitalization in the new era,farmers’ specialized cooperatives have great potential in the all-round development of rural industrial chain,becoming a powerful starting point of rural economic development,and is an important guarantee for realizing agricultura land rural modernization.The government continues to strengthen the efforts to encourage and support the development of farmer specialized cooperatives.The "No.I Central document" issued by the Ministry of Rural Agriculture and the relevant local governments have issued a series of support policies in succession,promoting the legalization and standardization of farmer specialized cooperatives.However,in general,there are still many problems in the development of farmer sprofessional cooperatives.The general scale is small,the market competitiveness is insufficientthe driving ability is weak,and the supporting policies of farmersprofessional cooperatives have not played their due role.There are some problems in the whole process from the release to the implementation of the support po licy,which need further study.This paper makes a comprehensive evaluation and analysis of the supportive policies of farmer speciatized cooperatives by constructing the evaluation logic framework,and draws the evaluation results and explores the internal reasons.On this basis,it puts forward countermeasures and suggestions,providing theoretical and practical thinking for the future pollcy tormulation,policy implementation improvement and problem solving.This paper first summarizes the development pro cess of Chinese farmer specialized cooperatives and the central and local supportive policy systemsanalyzes the characteristics of supportive policies,and establishes an evaluation logical framework for policy formulationpolicy implementation and policy e ffects by using public policy evaluation theory and policy process theory.On the basis of the principle of scientific feasible and comparable index selectionthe evaluation index system of farmer specialized cooperatives support policyis constructed and explained.The link of policy making pays attention to scientificity,rationality and feasibility.The policyimplementation process pays attention to the effectiveness of the policy subjectthe awareness of the policy target group and the improvement of the supervision and feed back mechanism.Policy effect concerns the degree of realization of policy objectives and the degree of policy function.Through the selection of evaluation methods.AHP and fuzzy comprehensive evaluation method are combined to construct the AHP model and fuzzy comprehensive evaluation model.Thenthe whole process of supporting policy system of specialized farmer cooperatives in Jinghai District of Tianiin on the development of specialized farmer cooperatives as the obiect of empirical research.Based on the a estionnaire was designed according to the policy evaluation index system to investigate the status quo of the supporting policy of farmer speci alized cooperatives.Finally,the evaluation results are obtained through modelcalculation,and the problems existing in the process of government support policy’s effect on the development of farmer specialized cooperatives are analyzedand the direction of policy optimization design is explored.Based on the perspective of policy process,this paper carr ies out comprehensive evaluation and analysis from three dimensions of policy objectives,policy contents and policy implementation process,and evaluates and analyzes the current situation of supporting policies of spec ialized farmers cooperatives in Jinghai District of Tianjin.The comprehensive evaluation level is average.The central and local governments have formulated a series of policies to support the development of farmer specialized cooperatives,which have been effective at present.However,in the process of the whole policy chainthere are differences in the role of the policies.As a local government,Tianjin Municipal government has less autonomy,and there are some problems such as insufficient play of the role of information platformuneven distributi on of resources and insufficient precision of policies,which cannot fully promote the sustainable development of specialized farmer cooperatives.According to the realization degree of the policy effectthe problems and causes are analyzed from the aspects of the quality of policy making and the process of policy implementation and it is proposed that the government should follow the objective laws and objectives of the development of specialized farmer cooperatives and fully understand the specific situ ation and interest demands when optimizing the development support policies of specialized farmer cooperatives,so as to improve the process of policy function and carry out targeted and innovative policies The policy support path.
