Study On The High Quality Development Level Measurement And Collaborative Promotion Strategy Of The Beijing-Tianjin-Hebei Urban Agglomeration

After the reform and opening-up,the Party Central Committee shifted the focus of China’s development to economic construction,and the economy took on a new look,becoming the second largest economy in the world.Subsequently,in the Report to the Party’s 20 National Congress,the government drew up a blueprint for high-quality development,pointing out that high-quality development is the primary task of building a modern socialist country in an all-round way.As the third growth pole in China,the Beijing-Tianjin-Hebei city cluster is located in the "heart" of the northern region and has a prominent strategic position,which puts forward higher requirements for coordinated development.Therefore,it is particularly important to study the current situation and development process of the high-quality development level of the Beijing-Tianjin-Hebei urban agglomeration,and formulate targeted strategies to jointly improve the high-quality development level of the Beijing-Tianjin-Hebei urban agglomeration.Based on the new development concept,this thesis constructs an evaluation index system for the high-quality development of the Beijing-Tianjin-Hebei urban agglomeration,uses the entropy weight TOPSIS method to measure the high-quality development level of the Beijing-Tianjin-Hebei urban agglomeration from 2012 to 2020,and then analyzes its spatio-temporal evolution track characteristics.On this basis,a bidirectional fixed spatial Dubin model is introduced to analyze the spatial spillover effects and driving factors of high-quality development in urban agglomerations.Based on the empirical research results,the collaborative promotion strategy for high-quality development of the Beijing-Tianjin-Hebei urban agglomeration is proposed.The findings are as follows:(1)The level measurement results of entropy-weight TOPSIS method show that the high quality development level of the cities in Beijing,Tianjin and Hebei shows a fluctuating trend in the time series,and the internal gap is gradually narrowed;The spatial pattern evolution presents the distribution characteristics of "core layer + high-value enclaves",high in the south and low in the north,and spatial ladder aggregation.(2)From the perspective of spatial spillover effect,it can be judged that Beijing and Tianjin are the two main spillover centers for the high-quality development of the Beijing-Tianjin-Hebei urban agglomeration according to the regression results of the spatial Dubin model.(3)In terms of driver identification,six explanatory variables,such as the proportion of tertiary industry added value in GDP,digital facilities,financial structure,population density,urbanization rate and environmental regulation,all play a positive driving role in the high-quality development level of the Beijing-Tianjin-Hebei urban agglomeration.In view of the characteristics of high-quality development of the Beijing-Tianjin-Hebei urban agglomeration,based on the empirical research results,collaborative promotion strategies are proposed from the combination of radiation driving and reduction and diversion,and key areas as the starting point,in order to provide decision-making reference for deepening the process of coordinated development of the Beijing-Tianjin-Hebei urban agglomeration,improving the level of high-quality development of the Beijing-Tianjin-Hebei urban agglomeration,and creating a new engine of high-quality development of the country.
