| Since the implementation of the Beijing-Tianjin-Hebei coordinated development strategy in 2014,the Beijing-Tianjin-Hebei region has broken the administrative shackles,broken through the stereotype,released momentum in different fields,and promoted new results in key areas.Scientific and technological innovation has gradually evolved into the biggest driving force for high-speed economic and social development and in-depth change,and the coordinated development of scientific and technological innovation can cultivate new growth poles and promote the high-quality development of Beijing-Tianjin-Hebei.Therefore,from the perspective of policy,this study evaluates and studies the synergy and policy synergy effect of science and technology innovation in the Beijing-Tianjin-Hebei region,so as to explore the problems existing in the process of coordinated development,and put forward corresponding optimization countermeasures on the basis of analyzing the problemsIn this study,the collected science and technology innovation policy documents issued by Beijing-Tianjin-Hebei from 2014 to 2021 are used as research objects,and a three-dimensional analysis framework of "policy intensity-policy measures-policy objectives" is constructed,a policy synergy econometric model is constructed,and the degree of policy synergy itself is studied.Then,with the help of Malmquist index model and composite system synergy model,the synergistic effect of science and technology innovation policy in Beijing-Tianjin-Hebei region is evaluated and studied from the perspectives of efficiency and collaborative development level.Based on the above research,it is concluded that:(1)The number of policies jointly promulgated by the governments of Beijing,Tianjin and Hebei is small,the level of intergovernmental coordination is low,and there is a problem that the promulgators of policies are not coordinated.The proportion of use between policy measures is uneven,and the supporting facilities are unreasonable.The overall effectiveness,total synergy and number of policies of science and technology innovation policies in the Beijing-Tianjin-Hebei region all showed an evolutionary development trend of first rising,then declining,and then fluctuating and rising,and the synergy between the two different measures and goals also showed an upward trend,but showed uneven characteristics.(2)The efficiency of scientific and technological innovation in the Beijing-Tianjin-Hebei region has been continuously improved in the past ten years,showing a good development trend;However,there are development differences between regions;Moreover,the level of coordinated development of Beijing-Tianjin-Hebei has increased compared with before 2014,and is in a state of steady rise,but it is still at a low level,and there is a clear gap between the coordinated development level of science and technology innovation between the three places,and there is a large imbalance in the development within the region.Through the above evaluation and analysis,the problems existing in the coordinated development of science and technology innovation policies in the Beijing-Tianjin-Hebei region are summarized: there is no coordination between policy subjects,and the proportion of policy measures used is uneven;Lack of effective policy documents and imperfect policy systems;The level of regional scientific and technological innovation development varies greatly,and the degree of coordination is low;Combined with the actual development situation of Beijing-Tianjin-Hebei,the coordination between policy entities is enhanced and the allocation of policy measures is optimized;Strengthen top-level design,improve policy strength and improve policy system;Strengthen the coordinated development between provinces and cities,optimize the coordinated development mechanism and put forward policy suggestions. |
