A Study On The High Quality Development Path Of Agriculture And Animal Husbandry In Inner Mongolia

The 19 th National Congress of the Communist Party of China pointed out that China’s economy has shifted from a stage of high-speed growth to a stage of high-quality development.The high-quality development of agriculture and animal husbandry is of fundamental and pillar significance for ensuring national food security,promoting agricultural and rural modernization,and achieving rural revitalization.In recent years,Inner Mongolia has introduced a series of public policies to promote the high-quality development of agriculture and animal husbandry,which have achieved significant results.However,there are still many gaps in the achievements compared to the resource endowment,natural conditions,and the requirements for building an important national agricultural and livestock product production base in Inner Mongolia.The quality of agricultural and animal husbandry development urgently needs to be improved.From the perspective of public policy,this article systematically elaborates on the high-quality development of agriculture and animal husbandry,the definition of public policy concepts,government intervention,public policy guidance,evaluation,and other related theories.It elaborates on the key role of public policy in guiding the high-quality development of agriculture and animal husbandry,and sorts out the policy measures introduced in Inner Mongolia in recent years to promote the high-quality development of agriculture and animal husbandry,We have constructed a comprehensive evaluation index system for the high-quality development of agriculture and animal husbandry based on the new development concept,measured and evaluated the development process and level of Inner Mongolia’s agriculture and animal husbandry,and identified the problems and shortcomings in development.Based on advanced experience and practices both domestically and internationally,targeted public policy optimization suggestions have been proposed to promote the high-quality development of agriculture and animal husbandry in Inner Mongolia.The main research findings are as follows:1.Systematically evaluated the current status of high-quality development of agriculture and animal husbandry in Inner Mongolia.In recent years,Inner Mongolia has achieved relatively significant results in promoting high-quality development of agriculture and animal husbandry.Specifically,the comprehensive strength of agriculture and animal husbandry has steadily improved,the economic structure has been continuously optimized,the production capacity of agriculture and animal husbandry has been significantly enhanced,the production conditions of agriculture and animal husbandry have been significantly improved,and the level of industrialization of agriculture and animal husbandry has been continuously improving.2.The entropy method and indicator evaluation method were used to evaluate the quality development policies of Inner Mongolia’s agriculture and animal husbandry development.According to the public policies related to promoting high-quality development of agriculture and animal husbandry in Inner Mongolia,with the new development concept as the fundamental element,a policy evaluation index system for high-quality development of agriculture and animal husbandry in Inner Mongolia has been constructed,mainly including 23 evaluation indicators.Empirical analysis has been conducted on the development quality of agriculture and animal husbandry in Inner Mongolia and the guiding role of relevant public policies.3.Based on government intervention theory and public policy guidance and evaluation theory,this paper analyzes the problems in promoting high-quality development of agriculture and animal husbandry in Inner Mongolia’s public policies,mainly reflected in insufficient guidance,insufficient measures,and low efficiency in industrial integration,open development capacity efficiency,development efficiency,income distribution mechanism,and industrial branding construction.4.In response to the problems and shortcomings of public policies for high-quality development of agriculture and animal husbandry in Inner Mongolia,the following countermeasures and suggestions are proposed for further optimizing public policies related to agriculture and animal husbandry in Inner Mongolia: the basic thinking should be centered on quality change,efficiency change as the focus,and power change as the guarantee,adhering to the new development concept,continuously strengthening scientific and technological support,optimizing economic structure,implementing sustainable development strategy,and accelerating the pace of "going global" Release the dividends of reform,etc.
