Research On The Path Of High-quality Development Of Agriculture And Rural Areas From The Perspective Of Urban-rural Integration

The work of agriculture,rural areas and farmers has always been the focus of the work of the Party and the state.Since the implementation of the reform and opening policy,the country and the state have always kept in mind the importance of the work of the "three rural areas",from supporting agriculture for the benefit of farmers to strengthening agriculture and rural areas,the state has continuously increased political support for agriculture and rural areas,and agriculture and rural areas have made great progress in all aspects.However,at the same time,we should also note that at this stage,the problems of unbalanced urban and rural development and insufficient agricultural and rural development are still quite prominent,such as the low level of agricultural modernization,the uneven allocation of urban and rural resources,poor rural living environment,difficulty in increasing farmers’ income,and aging rural infrastructure,and the quality of agricultural and rural development needs to be further improved.To this end,the party and the state have continuously promulgated strategic documents to lead the direction of agricultural and rural development.In this year’s document No.1,we proposed that under the new historical conditions,we should continue to take "agriculture,rural areas and farmers" as the center,take "agriculture,rural areas and farmers" as the core,take "high level" as the main line,promote high-quality,high-level,and high-level development,and comprehensively promote the work of agriculture,rural areas and farmers with the goal of being well-off in an all-round way.The20 th CPC National Congress also pointed out in the 10 th National Congress of the 20 th CPC National Congress that high-quality development should be regarded as the first priority of a country,agriculture and rural areas should be given top priority,and the footsteps of a large agricultural country should be put further.Therefore,in order to complete the high-quality development of agriculture and rural areas,we should not only complete the high-quality development of agriculture and rural areas,but also break through the shortcomings of the development of agriculture,rural areas and farmers and complete the revitalization of rural areas.In order to better improve the high-quality development of agriculture and rural areas,and to explore the ways to achieve it from the perspective of urban-rural integration,this study has a correct understanding of its meaning based on the existing research results.and selected some indexes from the five aspects of innovation,coordination,ecology,openness and sharing,and constructed an evaluation index system of agricultural and rural high-quality development under the guidance of the new development concept.The entropy method is used to calculate the overall trend of high-quality development of various provinces in China from 2010 to 2020.On this basis,this paper makes an in-depth study on the agricultural and rural quality of the eastern,central and western regions and other provinces.This paper holds that although the high-quality development of the whole country has been promoted to a certain extent in recent years,the overall level is still low and the development is slow.From the regional level,our country agricultural rural quality development level shows that the eastern region with a higher development force corresponds to a lower development speed,while the western region with a lower level of economic development corresponds to a higher development speed,that is,the level of highquality development of agriculture and rural areas of the country shows a certain balance.At the same time,the gap between high-quality agricultural and rural development between China’s provinces and regions has shown some tendency to narrow.On this basis,in order to further explore the path of achieving high-quality development of agriculture and rural areas,Based on the existing literature,this article selects five influencing factors: the capacity for technological innovation,the urbanrural development gap,the intensity of environmental regulation,the modernization of the industrial structure and the construction of rural infrastructure,and empirically studies their impact on the high-quality development of agriculture and rural areas,and concludes that technological innovation capacity and rural infrastructure construction have a positive impact on high-quality agricultural and rural development.However,the impact of the urban-rural development gap,the intensity of environmental regulation and the upgrading of an industrial structure on the high quality of agriculture and rural areas is negative.On this basis,it offers countermeasures and suggestions to improve the high-quality development of agriculture and rural areas,such as the introduction of innovative talents,pay attention to the coordinated development of urban and rural areas,strengthening environmental protection,strengthening regional characteristic genes and increasing government support.
