Research On The Optimization Path Of Digital Governance Of Urban Community

As China’s society is fully integrating big data,cloud computing,Internet of Things,mobile Internet and other emerging information technology means,as China’s grassroots governance unit of the community has begun to enter the era of intelligence.Grass-root community is the basic unit of Chinese government’s social governance.In order to realize the governance pattern of cooperative construction,co-governance and sharing among multiple subjects under the modern governance system,grass-root governance in the form of community intelligence is an inevitable way.For urban communities,the adoption of emerging information technology can not only create a more efficient mode of residents’ information collection,but also assist community managers to make accurate decisions with the help of big data technology,so as to realize the refinement and wisdom of urban grassroots community governance.Actually since 2014,our country each district cities are building intensification of intelligent community management unit,combined with a variety of governance concept and social resources,clear the grass-roots community governance body,build the intelligent community governance mechanism of information age,used to solve the basic social contradiction,raise the level of people’s life.Suzhou S community began to carry out a comprehensive governance intelligent management system transformation from 2018.On the one hand,it adheres to the grass-roots party building as the core,builds a systematic intelligent information platform based on the grass-roots grid,and optimizes the efficiency of community governance.On the other hand,relying on the grass-roots party organization of S community,With the help of Internet interactive media,an intelligent linkage governance mechanism with community residents,community organizations and neighborhood committees as the core will be built to cope with complex community problems and emergencies.However,while community S has achieved a series of achievements in community intelligent construction,it has also encountered a series of management problems.Although community S has already had an intelligent management structure,the governance concept is not connected with the application of information data technology,the management function and main role of community residents and social organizations have not been fully played,and the management burden of grassroots government has not been alleviated due to the intelligent construction.Therefore,this paper takes S community in Suzhou as the research object to explore the problems existing in the process of constructing the community intelligent governance system in order to find targeted solutions.Based on the practical case of implementing intelligent governance in S community in Suzhou,this paper found the following problems in the process of promoting intelligent governance in S community through questionnaire survey and interview dialogue: Reliance on the government’s leading role,community governance body lack of ability of applying information technology,has not yet been built on the subject of intelligent information barriers between governance mechanism,the government departments do not have a high level of refinement and community governance,and the cause of these problems is S community is still subject to the current universal inertia of the government,Did not provide systematic information technology for community governance personnel training system,on the concept of intelligent management accomplish the transition of the people-oriented,grassroots fragmented the realization of the intelligent management system has restricted the governance path,especially not introducing democratization of decision-making mechanism lead to the advantage of intelligent control ring.Therefore,in combination with the intelligent construction cases of Li yuan Community in Beijing Da xing and Jinpeng Community in Chengdu,this paper summarizes the useful experience and enlightenment of S community in Suzhou,and proposes that S community should change the government’s completely leading role positioning and provide egovernment services.Improve the ability of community governance subjects to apply information technology,and build a perfect information technology training and education and publicity system;Improve the community intelligent governance system,increase the investment in intelligent construction,introduce PPP system to reduce the financial burden;Build an open community information sharing mechanism,promote the synergy between business blocks,and build a data sharing model between government departments;We should improve the level of refinement of community governance,establish a democratic system for transactional decisionmaking,and improve the diversity of community governance by relying on community organizations.The research work of this paper is helpful to solve the problem of intelligent governance of S community in Suzhou,and can also provide reference for similar communities in Suzhou in the process of intelligent construction.
