Policy Coordination Of Beijing-tianjin-hebei Science And Technology Talent Introduction From The Perspective Of Policy Tools

At present,The Beijing-Tianjin-Hebei region is actively exploring the path of high-quality collaborative development.As the first resource of economic development,talents are the first to seize human resources,which means that they occupy the economic vantage point.The rapid gathering of scientific and technological talents can provide a strong guarantee for the implementation of the Beijing-Tianjin-Hebei coordinated development strategy in the future.All along,The three provinces of Beijing,Tianjin and Hebei have formulated and implemented a series of policies for the introduction of scientific and technological talents,so as to accelerate the gathering of scientific and technological talents to settle down and find jobs and drive economic development.Policy tools is a bridge that crosses from the policy target and policy effect,the policy tool of collaborative use can promote policies play a more positive effect has been more and more research proves,in the existing research on science and technology talent introduction policy more focused on "problems" and "regional policy differentiation","policy performance evaluation",etc.on the basis of This paper returns to the policy text itself,from the perspective of policy tools,explores the use of policy tools and the degree of internal and external coordination of policy tools in the Beijing-Tianjin-Hebei region’s science and technology talent introduction policy in recent years,and describes the collaborative evolution of policy tools in detail.This paper collected the policies of science and technology talents introduction in Beijing,Tianjin and Hebei from 2003 to 2020.Firstly,it further sorted out and analyzed the policies from the aspects of policy sources,subjects of publications,and number of publications.Secondly,the research perspectives focus on policy instruments dimensions,and can be divided into the common recognition of supply-oriented,demand-oriented,environmental three types,to lead to policy involved in the various policy measures to carry on the detailed extraction and coding,draw lessons from ji-sheng peng scholars such as the contents of the policy of quantitative analysis method,designed the quantitative standard policy tools and policy manual,According to this standard,a total of 773 policy clauses obtained from coding were scored and assigned according to the quantitative standards of policy tools one by one,and the reliability and validity of the quantitative results were tested.Finally,presents the use of policy instruments and the result of the evolution of synergy of three types of policy instruments frequency and scoring results were analyzed,and from two aspects of internal and external,all the specific policies and measures of policy tools combination description of the collaborative evolution results of analysis,summarize the stages and characteristics of evolution and development.The results show that although the government pays more and more attention to the introduction of scientific and technological talents,the use of various types of policy tools is not balanced,and the supply policy tools are most frequently used.On the whole,the number of policies,the strength of policies,and the degree of coordination of policies and measures of policy tools all improved to a certain extent over time.The internal and external collaborative evolution of policy tools has obvious and the same stage characteristics,and the degree of collaboration between supply,demand and environment is relatively higher,and the collaborative use between demand and environment needs to be paid attention to.According to the above conclusions,this paper puts forward relevant policy suggestions to optimize the policy tool selection and coordination for the introduction of scientific and technological talents in Beijing,Tianjin and Hebei.
