The increasingly complex domestic and international situation poses a severe threat to our national security,and puts forward new requirements for our confidentiality.Internationally,the demand for information and intelligence among countries is rising rapidly.The theft of Chinese intelligence by some Western powers is becoming more and more serious.Domestically,the opening-up and reform has promoted social development.Interest subjects have been diversified.The risks and channels of disclosure have increased significantly.All the above put forward higher requirements for confidentiality management.Efficient confidentiality management depends on a high-quality confidentiality management talent team.However,there are still many problems in the construction of government confidentiality management talent team,which seriously restrict the further development of confidentiality management,and are against to our national security.In this paper,the methods of questionnaire,interview and data analysis are used to study the construction of government confidentiality management talent team,starting from defining relevant concepts.Taking S province as an example,the current situation of government confidentiality management talents,professional training and demand for talents are analyzed in detail.The problems and reasons of current talent team construction are analyzed,and targeted suggestions are put forward.This paper consists of six chapters.The first chapter is introduction,which generally introduces the necessity of studying the government confidentiality management talent team construction.The second chapter introduces the concepts of confidentiality management and confidentiality management talents,as well as the theories of human resource management,people-oriented management,talent outlook with Chinese characteristics,etc.The third chapter analyzes the current situation of the government confidentiality management talent team,which evaluates the current situation through data analysis from questionnaires and interviews.The fourth chapter analyzes the problems existing in the construction of confidentiality management talent team,and locates the fundamental causes.The fifth chapter is targeted recommendations,and the sixth chapter is conclusion.Researches have shown that the profound changes in the current domestic and international situation have put forward new demands for confidentiality management.However,the undevelopment of confidentiality subject and the public’s awareness bias of confidentiality management restrict the sustainable development of the confidentiality management talent team.The absence of on-the-job training leads to continuous decline in the professionalism of confidentiality management talents.The imperfection of the selection,evaluation and incentive mechanism of confidentiality management talents leads to ineffectively supplement of confidentiality management talents,resulting in structural imbalance and many problems in talent team construction.The construction of confidentiality subject system is the premise and foundation for the talent team to get out of the predicament.The popularization of confidentiality publicity and education can improve the professional identity of confidentiality management talents,which helps the construction of talent team.By increasing on-the-job training efforts and improving the talent mechanism,we can improve the professionalism of the talent team,optimize the talent team structure,and further solve the problem of the current government confidentiality management talent team construction.
